  • Uttarakhand CM likely to contest by-elections from Champawat, say sources

    By Express News Service

DEHRADUN: Uttarakhand Chief Minister Pushkar Singh Dhami can contest by-elections from Champawat state assembly constituency instead of Didihat, said party sources.

The change of plan was induced by dissent of Didihat BJP MLA Bishan Singh Chuphal who was not given cabinet berth this time.

“Champawat seat has a good track record for the party and MLA Kailash Gehtori had expressed his willingness to vacate the seat for the CM. Infact he was the first MLA to announce the same immediately after the results,” said a party source.

CM Dhami who lost elections from Khatima state assembly seat was chosen to continue as the CM of Uttarakhand by the central leadership.

Dhami visited Banbasa town of Champawat district on Friday and while adressing a public meeting v he saod that he has special place in his heart to the people of the district.

This is being seen as a build up for his plans to contest elections from Champawat assembly seat.

While he spoke he also added, “The people of Champawat have showered their love on me and I ma ready to serve them. As of now the decision to contest elections from here is up to the seniors of the party and if they will say I will follow the suit.”

Meanwhile, the BJP has concluded that CM lost state assembly elections due to factionalism and internal sabotage, told the party insiders.

The party had decided to ‘introspect and analyse’ the reasons behind defeat on 23 state assembly constituencies in Uttarakhand including Khatima seat from where Chief Minister Pushkar Singh Dhami contested and lost.

On March 21, after 11 days of elections results of Uttarakhand assembly elections, the party chose acting CM Dhami to continue as the CM of the hill state.

Six incumbent MLAs of the BJP have announce that they are ready to vacate their seats for Dhami to contest.

In July last year after Dhami was chosen to be the CM of Uttarakhand, many seniors including Satpal Maharaj, Harak Singh Rawat, Yashpal Arya and Bishan Singh Chuphal were not happy.

  • BJP leader Tajinderpal Singh claims Punjab police reached his Delhi home to arrest him

    By PTI

NEW DELHI: Delhi BJP spokesperson Tajinderpal Singh Bagga, who came under attack from the AAP for his alleged derogatory tweets against Chief Minister Arvind Kejriwal, claimed on Saturday that a team of Punjab police officials had reached his home here on Saturday to arrest him.

Bagga, who is also the national secretary of Bhartiya Janta Yuva Morcha, said in a series of tweets that he was in Lucknow and did not know anything about any FIR against him.

“Punjab Police Car number PB65AK1594 reached my home to arrest me without informing local police. Now they are tracking my friends’ addresses and going to their homes. No information of FIR, police station, sections against me till now,” Bagga tweeted tagging the Delhi Police and DCP of the west district.

Bagga asserted in another tweet that he will oppose Kejriwal if he terms “genocide of Kashmiri Pandits” a “lie”, no matter if one or 100 FIRs are registered against him.

Delhi Chief Minister and AAP convener Arvind Kejriwal, addressing the budget session of the Delhi Assembly, earlier this week had attacked the BJP’s demand to make ‘The Kashmir Files’ movie tax-free.

The AAP has formed a government with Bhagwant Mann as the chief minister following a massive victory in the recent assembly polls there.

  • Kejriwal, Mann should seek apology from people of Haryana: Khattar on Chandigarh row

    By PTI

CHANDIGARH: Haryana Chief Minister Manohar Lal Khattar on Saturday strongly condemned Punjab’s AAP government for passing a resolution seeking the transfer of Chandigarh to the state.

Khattar also asked AAP national convener and Delhi CM Arvind Kejriwal and his Punjab counterpart Bhagwant Mann to seek an apology from the people of Haryana.

“What the Punjab government has done is condemnable,” said Khattar while replying to a question on the resolution passed by the Punjab assembly on Friday.

“What they did is condemnable and it should not have been done,” asserted Khattar.

He said Chandigarh is the capital of Haryana and Punjab.

Khattar said Kejriwal being the head of the Aam Aadmi Party should condemn it and apologise to the people of Haryana.

“Similarly, Punjab CM Bhagwant Mann too should apologise to the people of Haryana,” he said while talking to reporters in Panchkula.

He said the AAP-led government in Punjab should first get the SYL canal built and transfer Punjab’s Hindi-speaking areas to Haryana.

On Friday, Khattar had said Chandigarh is and will remain the capital of Haryana and Punjab.

Both the states have several other issues to talk about apart from Chandigarh, a state government statement quoting him had said here.

The Punjab assembly had on Friday passed a resolution seeking immediate transfer of Chandigarh to the state with Chief Minister Bhagwant Mann accusing the Centre of trying to upset the balance in the administration of the Union Territory and other common assets.

The resolution, which was moved by Mann, was passed by the House in the absence of the two BJP legislators, who had earlier staged a walkout.

The Punjab government had got the resolution passed by the state assembly in wake of the Centre’s announcement that the central service rules will apply to the employees of the Union Territory of Chandigarh.

Punjab Chief Minister Bhagwant Mann had slammed the Centre’s decision, claiming that it goes against the Punjab Reorganisation Act.

  • BJP full of arrogance, give chance to AAP in Gujarat, says Arvind Kejriwal before starting roadshow in Ahmedabad

    By PTI

AHMEDABAD: Delhi Chief Minister Arvind Kejriwal and his Punjab counterpart Bhagwant Mann on Saturday started on a roadshow in Ahmedabad city after appealing the people of Gujarat to give “one chance” to the Aam Aadmi Party (AAP) to rule the state.

The AAP leaders, with their sights set on coming Assembly polls in the BJP-ruled state, set out on the two-km roadshow in the city atop a truck decked up as a chariot after seeking the blessings of Goddess Khodiyar Mata at a temple in Nikol area.

The BJP is “full of arrogance” after being in power in the state for 25 years, and the people should give “one chance” to his party, Kejriwal said before the roadshow, called “Tiranga Gaurav Yatra,” began.

Kejriwal and Mann were accompanied by Gujarat AAP leaders Isudan Gadhvi and Gopal Italia.

“After Delhi and Punjab, we are now prepared for Gujarat,” shouted Mann.

Kejriwal said he does not know how to do politics, but knows how to end corruption.

“In Delhi we have finished corruption, in Punjab Bhagwant Mann finished corruption in ten days,” the AAP leader said.

“After 25 years of rule, they are full of arrogance…give a chance to AAP, like the people of Delhi and Punjab gave. If you do not like it, change the government and bring them back,” he said.

The two leaders began their two-day Ahmedabad visit by paying tributes to Mahatma Gandhi at Gandhi Ashram in Sabarmati in the morning.

AAP workers and supporters lined up on both sides of the road, with many of them holding the tricolour in hand, as they cheered the two leaders during the roadshow.

According to sources, Jha went to the police station on receiving a complaint that two youths were allegedly assaulted by the SHO. He wanted to examine the cases registered in the dairy.

In the video, the politician is seen sitting on the SHO’s chair and demanding a station diary from the officer. He is also seen shouting at the officers to call the station manager (Munsi) before him. Shiv Kumar Yadav, the SHO, however, has denied the assault charges. He said that neither he nor any of the cops of his police station have beaten anyone.

Leader of Opposition in the Assembly Tejashwi Yadav slammed the Nitish Kumar government for letting the BJP lawmaker occupy the chair of SHO and shouted at him in the police station. “Chief Minister Nitish Kumar likes interference. The BJP MLA domineeringly sits in the chair of SHO and demands for the case diary. He wants to take his share from the police officials who earned through the nexus of criminals and mafias. The police department comes under the chief minister,” he tweeted.

“In Bihar, NDA is running a circus, not Sarkar (Government),” Tejashwi further tweeted.

  • Rename Farrukhabad district as Panchal Nagar, BJP MP urges Adityanath

    By PTI

FARRUKHABAD: BJP MP Mukesh Rajput on Friday wrote to Uttar Pradesh Chief Minister Yogi Adityanath, demanding that Farrukhabad district be renamed as Panchal Nagar or Aparkashi.

Elaborating on the history of the district, the MP said in the times of the Mahabharata, the area was called Panchala, the kindom ruled by Pandava queen Draupadi’s father Drupad.

“The capital of King Drupad was Kampil, which is located in the district and where Draupadi’s ‘swayamvar’ had taken place,” he wrote.

Located close to the Ganga and Ramganga and Kali river, the history of Farrukhabad is very rich since the age of Puranas, he said.

“The Army of King Drupad used to reside in the Cantonment area. Today, there are two regimental centres–Rajput Regiment and Sikh LI,” he said.

He added that Kampil is of religious importance to both Hindus and Jains.

“The first Jain Teerthankar Rishabhadeva had delivered a sermon here. Sankissa is a world famous pilgrim place for the Buddhists. Countries like Sri Lanka, Cambodia, Thailand, Burma (Myanmar) and Japan have built big Baudh Viharas here,” he said.

“Like Kashi, ‘Shivalayas’ (temples of Lord Shiva) exist in every bylane, hence, this city (Farrukhabad) is also called ‘Aparkashi’,” the BJP MP added.

“However in 1714, Mughal ruler Farrukhsiyar changed the name of the city to Farrukhabad. Hence, you are requested that to revive the Indian culture, the name of Farrukhabad district should be changed to Panchal Nagar or Aparkashi,” he wrote.

He further said the Nibkarori railway station is also located in the district, he said.

Neeb Karori Baba was a Hindu guru and a devotee of Lord Hanuman, and was known outside India for being a spiritual master of a number of Americans who travelled to India in the 1960s and 70s, he said.

In December 2021, the Uttar Pradesh government renamed the Jhansi railway station as Veerangana Laxmibai Railway Station after Rani Laxmibai.

Earlier, the Mughalsarai railway station was renamed as Pandit Deen Dayal Upadhyaya junction and the Faizabad Railway station as Ayodhya Cantt.

Since coming to power, the Adityanath government has changed names of several establishments, including those of Faizabad and Allahabad districts, which were renamed as Ayodhya and Prayagraj, respectively.

  • Chandigarh will remain joint capital of Punjab, Haryana: Khattar hits back at Mann

    By PTI

GURUGRAM: On a day the Punjab Assembly passed a resolution seeking immediate transfer of Chandigarh to the state, Haryana CM Manohar Lal Khattar said the city will remain the joint capital of both states.

He also hailed the Union government’s move to make central service rules applicable on employees of the union territory and accused the Punjab government of misleading people over the issue.

The Punjab Assembly passed the resolution on Friday, days after Union Home Minister Amit Shah said now central service rules will apply to employees of the union territory, a move described as an encroachment on the state’s rights by several parties.

“Chandigarh will remain the joint capital of Punjab and Haryana.

Both states have several issues to discuss other than Chandigarh,” Khattar told reporters here.

Khattar, who is a BJP leader, said the decision was taken by the Centre after considering demands and interests of UT employees.

The Punjab government is misleading the public on this issue, said the CM as he claimed that the move will benefit the employees “greatly”.

Earlier, the employees of Chandigarh had to depend on the Punjab government for every single central government order, he added.

Previously, orders regarding allowances or other benefits issued by Union Government were implemented in Chandigarh only after Punjab issued a notification but now all these orders will be directly applicable to the UT employees, the CM said.

He said Punjab has not yet given the benefit of the 7th Pay Commission to its employees whereas Haryana had implemented the recommendations in 2016.

Employees of Chandigarh were also deprived of these benefits till now but now after the implementation of the new rules, they will get all these benefits, he said.

He said not only Punjab and Haryana, people of Himachal Pradesh also claim their share in Chandigarh.

“The Supreme Court in one of its judgments had said that under the Punjab Reorganisation Act, Himachal Pradesh too has the right to 7.19 per cent of Chandigarh’s land.

It is a different matter that Himachal Pradesh has declared Shimla as its capital,” he said Haryana and Himachal Pradesh were carved out of Punjab more that five decades ago.

Khattar also told reporters that Gurugram will be developed into a “global city” and a meeting in this regard with leading real estate developers from across the country was held here.

Based on the suggestions given in the meeting, the government will plan to develop Gurugram into a “global city”, he said.

Mann on Friday accused Prime Minister Narendra Modi of “robbing” the state of its rights amid a political row over Union Home Minister Amit Shah’s recent announcement that central service rules will apply to employees of Chandigarh.

Mann said this while winding up the discussion during the one-day special Assembly session, in which a resolution seeking immediate transfer of Chandigarh to Punjab was passed.

Mann, whose Aam Aadmi Party (AAP) had stormed to power in the just-concluded state Assembly polls, said 80 per cent of the sacrifices were made by people from Punjab in getting India freed.

And the prime minister of free India now is “robbing” the rights of Punjab, he said in the House.

Sharing his past experience as a parliamentarian, Mann exhorted all MPs and MLAs from the state to exhibit the same spirit of unity and bonhomie as demonstrated by leaders of southern states to safeguard the rights of their states while rising above vested interests and petty personal considerations.

He said MPs of states like Kerala and Andhra Pradesh come together for raising their issues in Parliament.

“I often used to feel why we do not come together. I used to ask them but they said their party lines are different,” said Mann.

Lashing out at the BJP-led Centre, Mann said its leadership indulges in vendetta politics in general and especially in states like Punjab, Delhi, West Bengal, where its leadership “miserably failed” to get people’s mandate for the formation of its government.

He asked the Centre whether the states where the BJP was not in power were not part of the country.

He said in Delhi, the permission of the Lieutenant Governor is necessary for any work.

Mann said Punjab had demanded extra electricity from the central pool but it was denied, however, it was given to Haryana.

“On the other hand, the PM says ‘sabka saath sabka vikas’. Where is our ‘saath’? Neither you take our ‘saath’ nor give the same to us,” said Mann.

He recalled that Punjab was asked to pay Rs 7.50 crore by the Centre for sending the military following the terror attack at the Pathankot airbase in 2016.

Mann said he along with the then MP Sadhu Singh asked the defence minister whether the military was provided to Punjab on rent.

Mann said he then had asked, “Don’t you consider Punjab as a part of the country.”

Thereafter, the sum of Rs 7.50 crore was waived, said Mann.

Targeting the BJP for questioning the intention of the resolution, Mann said the BJP should not question their intention and took a jibe at BJP MLA Ashwani Sharma, saying they get their speech straight from Nagpur, a reference to the headquarter of the RSS.

“I have heard a lot about ‘Nagpuri santre’ (oranges from Nagpur) but I heard ‘Nagpuri bhashan’ (address) for the first time. They get their address straight from Nagpur,” said Mann while taking a jibe at the BJP.

“You live in Punjab, you eat Punjab’s food and drink Punjab’s water then you say no, no,” he said in an apparent dig at Ashwani Sharma for not supporting the resolution.

Without taking the name of former chief minister Charanjit Singh Channi, Mann said those who used to say that it was different to run a stage or a state are now not visible anywhere.

The resolution was passed by the House in the absence of the two BJP MLAs, who had staged a walkout.

Except the BJP, whose state unit chief Ashwani Sharma said he doubts the intent behind the resolution, members of all political parties supported the move.

The Centre has notified the rules, under which the retirement age has been increased from 58 to 60 years while child care leave has been increased from one year to two years.

Until now, Punjab service rules applied to employees of Chandigarh, which was made a UT and joint capital of Punjab and Haryana more than five decades ago.

Haryana was carved out of Punjab in 1966.

Congress general secretary and former Haryana minister Randeep Surjewala on Friday dubbed the resolution passed by the Punjab Assembly for transfer of Chandigarh to it as a “mere piece of paper” having no meaning.

“The resolution of the Punjab Legislative Assembly is a piece of paper, which has no meaning,” Surjewala said.

Surjewala is the AICC general secretary and also the Congress party’s chief spokesperson.

“Bhagwant Mannji is passing resolutions which are not based on any facts and are only aimed at gaining cheap popularity and making news in newspapers,” he said.

“Chandigarh is the capital of Haryana and Punjab. No one can snatch the rights of Haryana. That is the truth,” he said.

The Punjab Assembly on Friday passed a resolution seeking immediate transfer of Chandigarh to the state, with CM Bhagwant Mann accusing the Centre of trying to upset the balance in the administration of the Union Territory and other common assets.

The resolution was moved by Mann, whose Aam Aadmi Party (AAP) recently stormed to power in the state.

It was passed by the House in the absence of the two BJP MLAs, who had staged a walkout.

Except the BJP, whose state unit chief Ashwani Sharma said he doubts the intent behind the resolution, members of all political parties supported the move.

The Aam Aadmi Party (AAP) on Friday found it “shocking” that some Congress MLAs were absent from the house during the passing of the resolution that sought immediate transfer of Chandigarh to Punjab.

“The absence of Congress MLAs especially, Sukhpal Singh Khaira and Amarinder Singh Raja Warring during the voting to pass the resolution about giving Chandigarh to Punjab, is shocking and saddening,” the ruling outfit said in a statement.

It said that both Congress leaders are known for their “big words”, but “when it actually came to stand by Punjab, its people and their rights, both were absent”.

The party criticised the leaders’ absence in the house and said this was the time for all for all political parties to come together and defend the right of their state.

“But it seems that Congress and their loquacious leaders can’t see beyond their petty politics,” the AAP said.

Khaira parried the attack in a tweet and explained his absence.

“I wish to clarify that after participating in the debate today in Vidhan Sabha on the Chandigarh matter I had to be present in PMLA Special Court of Mohali to attend the ED case date,” he tweeted.

“I hope AAP while issuing PR (press release) on this should have taken my view point.”

Khaira also said the press statement issued by the AAP was factually incorrect as there was no voting on the resolution.

“So where’s the question of me and @RajaWarring1 abstaining?” he asked.

The Punjab Assembly on Friday passed a resolution seeking immediate transfer of Chandigarh to the state, with Chief Minister Bhagwant Mann accusing the Centre of trying to upset the balance in the Union Territory administration and other common assets it shares with the state.

The resolution, moved by Mann, was passed by the House in the absence of two BJP legislators, who earlier staged a walkout.

Except the BJP, whose state unit chief Ashwani Sharma said he doubted the intent behind the move, the resolution found support of all other parties.

Besides AAP, Congress, SAD and the sole BSP legislator in the assembly came out in support of the resolution and dubbed the Centre’s move, announced earlier, as “dictatorial and autocratic.”

The one-day special session had come amid a political row sparked by Union Home Minister Amit Shah’s announcement that central service rules will apply to the employees of Chandigarh.

The Centre has notified the rules.

BJP candidate Pabitra Margherita secured 46 votes while its ally party UPPL’s candidate Rwngwra Narzary secured 44 votes. Congress candidate Ripun Bora secured 35 votes whereas 1 vote was cancelled. With this victory, the BJP’s number in the Upper House reached the 100 mark and it is the first party to do so since 1988.

Assam Chief Minister took to Twitter to announce the victory and said, “We won both the Rajya Sabha seats from Assam (one by the BJP and other by UPPL, our partner) by a huge margin of 11 and 9 votes respectively.”

The Chief Minister also extended greetings to the winners and said that the state has reposed faith in Prime Minister Narendra Modi by electing two NDA candidates to the Rajya Sabha.”Assam has reposed its faith in PM Sri @narendramodi ji by electing two NDA candidates to the Rajya Sabha by huge margins – BJP’s Sri Pabitra Margherita (won by 11 votes) & UPPL’s Sri Rwngwra Narzary (won by 9 votes). For the first time, Congress will have no Rajya Sabha MP from Assam.

The poor performance of the Congress in assembly polls across five states will impact its Rajya Sabha numbers and the party is now staring at the possibility of losing the Leader of Opposition status in the upper house of Parliament.

After binneial polls to Upper House are held this year, Congress numbers will be at a historic low and likely to be close to the minimum strength required to maintain the Leader of Opposition status. If the party is unable to do well in Gujarat polls later this year and the Karnataka assembly polls next year, it could lose this status in the subsequent binneial elections to the upper House.

Earlier, the Congress party had filed a complaint before the Election Commission of India that some BJP MLAs had violated the rules of Rajya Sabha polls and the Congress party demanded that those MLAs votes should be cancelled.

After complete verification, the ECI has directed the Election officials to start the counting of votes.

  • Asansol bypoll: Trinamool files complaint against BJP candidate Agnimitra Paul

    By PTI

KOLKATA: Trinamool Congress on Thursday filed a complaint with the Election Commission against Agnimitra Paul, BJP’s candidate for the by-poll to the Asansol Lok Sabha seat, for her alleged comment ‘blow lands on us, we will retaliate’, during the ongoing election campaign.

A purported video went viral on Wednesday where Paul was heard shouting to her party supporters during a meeting in Asansol, “I am telling you if a blow lands on us, we will retaliate in equal measure”.

Justifying her alleged comments, she told reporters later “if someone punches us, we cannot reciprocate by ‘namaskar’ (polite greeting). we cannot hug that person. Our response will be to land a counter punch on the assaulter.”

Earlier a purported video footage of the Pandabeswar Trinamool Congress MLA Narendranath Chakraborty created a storm where he was heard telling party workers “to intimidate committed BJP supporters so that they do not go to booths on the day of polling.”

The EC had on Wednesday barred Chakraborty from campaigning for the Asansol by-elections for violating the model code of conduct by allegedly issuing such open threats to BJP voters and supporters at a party meeting.

Attaching the video and the press meet footage of Agnimitra Paul, an actress and BJP leader, TMC state General Secretary Kunal Ghosh said in a mail to the CEO’s office, “from her conduct it is evident that Paul has decided to repeatedly promote violence in a desperate bid to win her seat.”

“Her speeches not only emboldened members/supporters of BJP to use violence against opponents but has also eventually terrorise the entire electorate,” the letter said.

The ruling party advocated immediate action “including but not limited to criminal proceedings against Paul.”

The other steps it suggested included taking necessary steps to ensure BJP and Agnimitra Paul “are refrained from repeating such violations during the pendency of the ensuing election.”

Referring to the TMC complaint, BJP state spokesperson Samik Bhattacharya told PTI, “When the state police becomes mere stooges of the ruling party and the opposition is subjected to brutal violence by TMC, the people’s representatives feel helpless and insecure.”

Bhattacharya said “it has to be kept in mind in what circumstances a people’s representative and a candidate from the opposition has made such a comment to boost the morale of party members and supporters. Does the TMC understand the language of civility and culture?”

Paul, who is the BJP MLA from Asansol South assembly seat and is contesting the Asansol Lok Sabha seat against Bollywood hero of yesteryears, Shatrughan Sinha, nominated by TMC for the seat which was vacated by Babul Supriyo after he left BJP to join TMC.

Supriyo is contesting on a TMC ticket from Ballygunge assembly seat where by-poll was necessitated after the untimely death of TMC heavyweight Subrata Mukherjee.

By-polls to the Asansol Lok Sabha constituency and the Ballygunge assembly seat will be held on April 12, and votes will be counted on April 16.
