    NEW DELHI: Lauding Prime Minister Narendra Modi’s leadership in the past 10 years, Bhutan’s Prime Minister Tshering Tobgay on Sunday said that India has grown spectacularly and the development in infrastructure – airports, roads, rails, seaways has been unprecedented. Speaking to ANI, Tobgay called foreign policy as one of the biggest accomplishments of PM Modi’s leadership. He expressed happiness on being in India to attend the swearing-in ceremony of PM-designate Modi. He noted that the Bharatiya Janata Party (BJP) and National Democratic Alliance (NDA) enjoy the confidence and trust of the people, which reflects their performance.

    Asked on how he envisions India under the leadership of Modi, Tshering Tobgay said, “Well, to look forward, you look backwards and you see the last 10 years. During the last 10 years of Prime Minister Narendra Modi ji’s leadership, India has grown spectacularly. Infrastructure, the development in infrastructure has been unprecedented – airports, roads, rails, seaways, IT, all of that growth has been spectacular.”

    “In the area of ​​FDI, there’s been a lot of FDI, a lot of manufacturing, renewable energy, particularly solar energy, agriculture, poverty alleviation. So to see what’s going to happen in Modi 3.0 and then Modi 3.0, you just have to look back to see what has happened and one of the biggest accomplishments has also been foreign policy, whether it is the immediate region and Neighborhood First Policy or even the successful outcome of the G20 under India’s chairmanship or beyond also. So I can see a lot more growth. I can see a lot more economic growth. I can see a lot more foreign policy successes under Modi 3.0,” he added.

    Tobgay called it a big day for India and said that he is honoured to represent Bhutan King and the people of Bhutan at the swearing-in ceremony of PM-designate PM Modi. He congratulated India for the successful outcome of the Lok Sabha elections. On the swearing-in ceremony, Bhutan’s PM said, “Well, I’m delighted to be in India. I’m delighted to be back so soon after my last visit here. That was barely three months ago. This is indeed a very big day for India and I’m honoured to be here representing His Majesty the King and the people of Bhutan at the swearing-in of Prime Minister Narendra Modi ji and that too for his third consecutive time.”

    “I congratulate the people of India for a successful outcome of the recent elections. And for Prime Minister Narendra Modi, for BJP and for the NDA, they have gotten the mandate from the people. They enjoy the trust and confidence of the people, which reflects their performance in the past 10 years. So it is a big day for India. It is also a big day for the region as Prime Minister Narendra Modi personally has invited us and we are delighted to be here,” he added.

    Earlier in the day, Bhutanese Prime Minister Tshering Tobgay landed in the national capital to attend the oath-taking ceremony of Prime Minister-designate Narendra Modi today. He was warmly welcomed at the airport by Ministry of External Affairs Secretary (West) Pavan Kapoor. Stressing that the ties between India and Bhutan will get stronger, Tobgay said, “Well, the ties between our two countries are very strong. I think it’s going to get stronger. And it will get stronger simply because at the highest levels in Bhutan, under the enlightened leadership of our monarchs, His Majesty the King, and in India from the President to the Prime Minister, to many of the leaders and the regard for our two respective countries is very strong and it is only growing.”

    Recalling PM Modi’s last visit to Bhutan, Tshering Tobgay said that he received the highest civilian honour and announced support for all the initiatives of Bhutan. He stated that PM-designate Modi had given unconditional support for the Gelephu Mindfulness City. On being asked about expectations on India-Bhutan relationship under PM Modi’s third term, Tobgay responded, “During Prime Minister Modi’s visit to Bhutan, he has been very generous with his time in that. He came to Bhutan in spite of his very, very busy schedule. It was at the end of his tenure and he still came to Bhutan where he received the highest civilian award from His Majesty the King. During the visit, he also announced his support for all our initiatives, our development initiatives, our plans for the Gelephu Mindfulness City.”

    “Prime Minister Modi has given us unconditional support for the Gelephu Mindfulness City and then for our development plan. Our economy is still recovering. So, he’s announced an assistance package of 15 billion rupees, 1,500 crores for our economic stimulus package. And then for our 13 five-year plan, he’s announced an assistance package of 8,500 crores. So all this is going to be extremely useful for us and going forward we have a lot to do together,” he added.

    Bhutanese PM Tobgay is among the distinguished guests set to attend the eagerly awaited ceremony in which BJP leader Modi will be sworn in as the Prime Minister of India for the third consecutive time. With BJP bagging 240 seats and the National Democratic Alliance securing 293 seats out of 543 Lok Sabha seats, PM Modi is set for a third consecutive term as Prime Minister of India with the Bharatiya Janata Party (BJP)-led National Democratic Alliance (NDA) emerging victorious in the parliamentary elections.

    He will equal Jawaharlal Nehru’s record of becoming India’s PM for the third time after completing two full terms. Several leaders and State heads of neighbourhood region and Indian Ocean region have been invited for PM Modi’s swearing-in ceremony as distinguished guests, a testament to India’s ‘Neighbourhood First’ policy.

    PM-designate Modi will take the oath of office at 7:15 pm today along with his council of ministers in a ceremony at the Rashtrapati Bhavan. The National Democratic Alliance (NDA) unanimously passed a resolution to elect Narendra Modi as their leader on June 5.

    Around 1,100 traffic police personnel of the Delhi Police have been deployed and an advisory has been issued to the public for the traffic movement route arrangements have been made for the delegates as part of the arrangements for PM-designate Modi’s oath taking ceremony on Sunday. Apart from this, NSG commandos, drones, and snipers will also guard the Rashtrapati Bhavan for the mega event.

    NEW DELHI: Chief of Army Staff Gen Manoj Pande has met Bhutanese King Jigme Khesar Namgyel Wangchuck and other top civil and military leaders of Bhutan in Thimphu with a focus on boosting “enduring” strategic ties.

    Gen Pande was on a visit to Bhutan in the backdrop of growing concerns in India over China’s relentless attempts to expand military infrastructure around Bhutanese territory in the Doklam plateau.

    People familiar with Gen Pande’s engagements in Bhutan said regional defence and security challenges, Chinese activities in the plateau and adjoining areas and ways to enhance bilateral defence cooperation figured in his talks.

    The Army Chief’s visit to Bhutan coincided with India’s decision to authorise the export of 5,000 metric tonnes of wheat and 10,000 metric tonnes of sugar to Bhutan as per Thimphu’s requirements.

    Earlier this year, India restricted the export of the two commodities to strengthen India’s food security.

    The Army Chief called on the King on Saturday besides meeting Jigme Singye Wangchuck, the Fourth King of Bhutan.

    “General Manoj Pande #COAS called on His Majesty the King of Bhutan Jigme Khesar Namgyel Wangchuck and discussed aspects of enhancing the enduring bilateral relationship between the two Nations,” the Army said in a tweet.

    It said he was also accorded an “impeccable Guard of Honour” at Thimphu.

  • Army Chief begins Bhutan visit days after satellite images showed Chinese activity

    NEW DELHI: Chief of Army Staff Gen Manoj Pande on Friday began a two-day visit to Bhutan amid China’s persistent attempts to enhance infrastructure around Bhutanese territory in the Doklam plateau.

    The Indian Army said Gen Pande is scheduled to meet King Jigme Khesar Namgyel Wangchuck and Jigme Singye Wangchuck, the fourth king of Bhutan besides holding talks with his counterpart in the Royal Bhutan Army.

    Gen Pande’s visit to Bhutan came days after new satellite images emerged showing China constructing a village East of the Doklam plateau on the Bhutanese side, a region that is considered important for India’s strategic interest.

    After the images came out, the Ministry of External Affairs said India keeps a constant watch on all developments having bearing on national security and takes necessary measures to safeguard its interests.

    It is learnt that the overall situation in the Doklam plateau as well as Chinese activities in the region are set to figure in Gen Pande’s talks with his Bhutanese interlocutors.

    “This visit will further enhance the unique and time-tested bilateral relationship, characterised by utmost trust, goodwill and mutual understanding,” the Army said in a brief statement.

    The Army said Gen Pande will commence his visit by paying homage at the National Memorial Chorten at Thimpu, built in the memory of the third King of Bhutan, Jigme Dorji Wangchuk.

    “The Chief of Army Staff is scheduled to have an audience with His Majesty the King and His Majesty the Fourth King,” the Army said.

    “The Army Chief will also engage in extensive discussions with his counterpart in the Royal Bhutan Army to exchange views on taking forward the strong cultural and professional bonds between both the armies,” it said.

    The Doklam plateau is considered an important area for India’s strategic interest.

  • India inks pact for joint development of small satellite for Bhutan

    BENGALURU: India on Friday signed the implementing arrangement on the joint development of a small satellite for Bhutan.

    The agreement was inked by Indian Space Research Organisation’s Scientific Secretary R Umamaheswaran, and Director, Department of Department of Information Technology and Telecom, Bhutan, Jigme Tenzing, in a virtual signing ceremony, ISRO said.

    It was attended by Ambassador of India to Bhutan Ruchira Kamboj, and Ambassador of Bhutan to India Major General Vetsop Namgyel, and other senior officials from the Government of India and Royal Government of Bhutan, ISRO said in an update.

    Kamboj said the joint development was envisioned during the state visit of Prime Minister Narendra Modi to Thimphu in 2019.

    “Space sector cooperation is an exciting new area of bilateral partnership between India and Bhutan,” she tweeted.

    Meanwhile, Ambassador of Belgium to India, François Delhaye, called on Secretary in the Department of Space and ISRO Chairman K Sivan at ISRO headquarters here on Wednesday.

    The ongoing interactions between ISRO centres and Belgium companies, mainly in the area of supplying systems and components and the avenues for expanding space relations between India and Belgium in view of space reforms announced by Government of India, were discussed during this meeting.

  • Launch of BHIM-UPI in Bhutan to further strengthen bilateral ties: FM Nirmala Sitharaman

    NEW DELHI: Finance Minister Nirmala Sitharaman on Tuesday said the launch of BHIM-UPI QR-based payments in Bhutan will further strengthen the cooperation between the two neighbouring nations.

    The service was formally launched by the Finance Minister at a virtual ceremony in the presence of Minister of State for Finance Bhagwat K Karad, Financial Services Secretary Debasish Panda and Joint Secretary Madnesh Kumar Mishra.

    Finance Minister of Bhutan, Lyonpo Namgay Tshering, Governor of Royal Monetary Authority (RMA) of Bhutan, Dasho Penjore, Ambassador of Bhutan to India General V Namgyel, Ambassador of India to Bhutan, Ruchira Kamboj were also present.

    Appreciating the efforts of RMA, and National Payments Corporation of India (NPCI) in linking BHIM-UPI app and RuPay Card with the Bhutanese payments system, Sitharaman said, “I think this stands out as a very good example and it is only going to strengthen further and further cooperation between the two countries.”

    The launch is expected to benefit more than 2,00,000 tourists from India who travel to Bhutan each year.

    With this launch, Bhutan will become the first country to adopt Unified Payment Interface (UPI) standards for its QR deployment.

    Bhutan will also become the only country to issue and accept RuPay cards as well as accept BHIM-UPI.

    It is to be noted that India launched indigenously-developed RuPay Card in Bhutan in 2019 and the phase two was launched in November 2020.

    This launch fulfils the commitment made by the two countries during Prime Minister Narendra Modi’s visit to Bhutan in 2019.

    Following that visit, India and Bhutan have already enabled inter-operability in acceptance of RuPay cards in each other’s countries in two phases – acceptance of RuPay cards issued in India at Bhutan-based terminals in the first phase, and vice versa in the second phase, the Finance Ministry said in a statement.

    Asserting that the inherent strength of BHIM-UPI is something which India feels proud of, Sitharaman said, it processed 22 billion financial transactions worth Rs 41 lakh crore in 2020-21 when the world was under the grip of pandemic.

    During the pandemic, UPI stood out as an effective instrument of payment as people were able to buy essentials by making digital payments, she added.

    Terming BHIM-UPI as one of the achievements of India in terms of fintech, she said, it is a very successful experiment that India has undertaken.

    The launch of BHIM UPI in Bhutan will add a new milestone in financial integration between the two economies and the collaboration will enable acceptance of UPI-BHIM app in Bhutan.

    RMA will ensure that the participating NPCI mobile application through UPI QR transactions is accepted at all RMA acquired merchants in Bhutan.

    UPI is an instant real-time payments system, allowing users to transfer money on a real-time basis, across multiple bank accounts without revealing details of one’s bank account to the other party.

    This strategic partnership with Bhutan in the area of digital payments will not only enhance the ease of transacting for Indian travellers to Bhutan but will also add value to lives of customers in Bhutan.

    As a part of the launch, Sitharaman also made a live transaction using BHIM-UPI to purchase an organic product from a Bhutanese OGOP (One Gewog One Product) outlet, which sells fresh farm produce made organically by local communities in Bhutan.

  • India announces Rs 4,500 crore assistance to Bhutan

    Prime Minister Narendra Modi Friday announced a Rs 4,500 crore financial assistance to Bhutan for its 12th five-year plan after holding wide-ranging talks with his Bhutanese counterpart Lotay Tshering.

    In his media statement, Modi said hydro power cooperation with Bhutan is a key aspect of bilateral ties and that work on the Mangdechhu project will soon be completed.

    Tshering arrived here on Thursday on his first foreign visit after taking charge as PM of the Himalayan nation last month following his party’s victory in the general elections.

    Modi said he has assured the Bhutanese prime minister that India, as a trusted friend, will continue to play an important role in Bhutan’s development.

    India will contribute Rs 4,500 crore in Bhutan’s 12th five-year plan, Modi said.

    Tshering on his part noted that Prime Minister Modi was the first head of state to to congratulate him on his electoral victory. He also thanked India for its continued support to his country’s developmental needs.

    The new five-year plan of Bhutan began this year and will continue till 2022.

    Earlier in the day, Tshering was accorded a ceremonial welcome at the Rashtrapati Bhavan.

    External Affairs Minister Sushma Swaraj also called on the Bhutanese premier this morning.

    Swaraj congratulated Tshering on the assumption of the high office of Bhutan’s prime minister and the two leaders had a “warm exchange of views” on important aspects of the bilateral relationship, Ministry of External Affairs Spokesperson Raveesh Kumar said.

    Tshering also laid a wreath at Mahatma Gandhi’s ‘samadhi’ at Rajghat.
