The protests stem from a violent clash that occurred Monday night in Chaibasa. Protesters demanding a ‘no entry’ rule on NH-220 and the Chaibasa bypass road had surrounded the residence of Transport Minister Deepak Birua. Tensions escalated at Tambo Chowk between protesters and police, forcing law enforcement to use lathi charges and tear gas to control the situation. The crowd responded with stone-pelting, injuring 11 police personnel, including an SDPО, and several protesters. Police have filed an FIR against 74 named individuals and 500 unknown persons, leading to the arrest of 15 people, including five women.

The BJP has intensified its opposition, labeling the police action an ‘inhumane act’ by the government. Conversely, the ruling Jharkhand Mukti Morcha (JMM) has accused former Chief Ministers Champai Soren and Madhu Koda of instigating the public during the bandh. The JMM contends that the authority to implement ‘no entry’ on national highways rests with the Central government, not the district or state administration.

Due to the ongoing Ghatshila Assembly by-election, East Singhbhum was exempted from the 12-hour shutdown, with essential services remaining operational. Consequently, the bandh had minimal effect in that region, unlike in West Singhbhum where normal life was thoroughly disrupted.

The Ghatshila constituency is characterized by a substantial electorate, with approximately 45% tribal and 45% OBC voters, including a significant presence of Bengali speakers and the Kurmi community. The remaining voters belong to general and minority categories. Chief Minister Hemant Soren’s use of Santhali language in his speeches signals the JMM’s focus on tribal identity politics. A major political flashpoint in this by-election is the demand for Scheduled Tribe (ST) status for the Kurmi community. This contentious issue, facing opposition from tribal organizations, could potentially impact the JMM’s traditional voter base. Furthermore, the displeasure of veteran Congress leader and former MLA Dr. Pradeep Balmuchu adds complexity to the INDIA alliance’s calculations.

Beyond these factors, persistent local issues like employment, migration, defunct mining operations, education, and healthcare are deeply on voters’ minds. The electorate appears divided between sympathy for the JMM candidate and anti-incumbency sentiment. This by-election is poised to be a true test not just of candidate popularity but also of Jharkhand’s political trajectory and public sentiment.

This by-election is anticipated to be a direct confrontation between the BJP and the Jharkhand Mukti Morcha (JMM). In the 2019 Assembly elections, Babulal Soren was defeated by JMM’s Ramdas Soren, who secured 98,356 votes, while Babulal Soren received 75,910 votes. The Election Commission has scheduled the polling for November 11th, with the counting of votes on November 14th. The deadline for nominations is October 21st, and candidates can withdraw their names until October 24th. A total of 300 polling stations have been established for this election.

The Ghatshila Assembly constituency is reserved for Scheduled Tribes (ST). It boasts a total of 2,55,823 voters, comprising 1,24,899 males, 1,30,921 females, and 3 transgender voters. The seat became vacant following the recent demise of JMM MLA Ramdas Soren. With the announcement of the by-election, political activities in Ghatshila have intensified. By fielding Babulal Soren again, the BJP signals its strong determination to reclaim this seat from the JMM. The JMM has yet to announce its candidate.
