The Enforcement Directorate struck hard against illicit nightclub operations in Goa, attaching assets valued at Rs 17.45 crore tied to ‘Birch by Romeo Lane’ in Arpora. This Wednesday’s move under PMLA targets money laundering from unauthorized business activities that led to a tragic fire killing 25 people on December 6, 2025.

Triggering the ED’s involvement were police FIRs against Saurabh Luthra and accomplices for forgery and regulatory violations under Bharatiya Nyaya Sanhita. The establishment, managed by ‘Being GS Hospitality Goa Arpora LLP’, flouted rules by operating sans fire safety clearance and other essentials.

Agencies uncovered a web of deceit involving fabricated health permits and police verifications to bypass checks. Even after the business license expired in March 2024, operations persisted illegally, raking in Rs 29.78 crore over 2023-24 to the incident date—now deemed criminal proceeds.

Prior raids in January seized vital evidence and froze Rs 59 lakh in accounts. As Goa grapples with nightlife safety concerns post-tragedy, ED’s actions signal zero tolerance for such endangerments, with deeper probes underway to dismantle the network.
