A significant update has emerged today regarding the long-pending principal promotion case in Chhattisgarh. The hearing of the petition WPS 3997/2025 — Narayan Prakash Tiwari vs. Chhattisgarh Government, pending in the Single Bench of the Bilaspur High Court, was initially scheduled in the court of Justice Ravindra Kumar Agarwal this morning. However, the petitioner’s counsel was unable to appear by 10:40 AM due to health reasons. In the meantime, advocates Alok Bakshi and Rahul Jha, representing the Principal Promotion Forum, were present in court and requested that the case be heard again. Recognizing the importance of the matter, Justice Agarwal ordered that it be listed for final disposal at 4 PM today. The case was initially listed at the 104th position. Special efforts moved it to the fifth position, indicating decisive progress towards resolving the matter. Anil Shukla, the convener of the Chhattisgarh Principal Promotion Forum, stated that if the case is finally resolved today, the government’s process of appointing principals will be cleared. This decision will directly impact the future of hundreds of senior lecturers who have been awaiting promotion to principal positions for years. The petition addresses disputes concerning principal promotions and interpretations of rules, which have delayed the promotion process. All eyes are now on the 4 PM hearing, which could clarify the path for principal promotions in Chhattisgarh. This decision could play a key role in reshaping the state’s educational framework.

The appointment of Dr. R.R. Saxena as Vice-Chancellor of the Mahatma Gandhi University of Horticulture and Forestry, Patan (Durg), Chhattisgarh, has become a subject of controversy. The Chhattisgarh High Court…

The appointment of Dr. R.R. Saxena as Vice-Chancellor of the Mahatma Gandhi University of Horticulture and Forestry, Patan (Durg), Chhattisgarh, has become a subject of controversy. The Chhattisgarh High Court has issued notices to the state government and the university administration, demanding a response to questions raised about the appointment process. The court will investigate whether the appointment adhered to legal procedures and was based on merit. The petition was filed by Dr. Avnindra Kumar Singh, who alleges that the appointment process lacked transparency and proper evaluation of qualifications. According to the petition, a panel of eight names was sent to the Governor’s Secretariat from a pool of 38 applicants, without any comparative assessment. Dr. Singh claims that the selection committee did not award marks based on merit, nor was there a comparative analysis of academic qualifications and experience. He asserts that if a fair evaluation had been conducted, his qualifications would have been deemed superior. The Mahatma Gandhi University of Horticulture and Forestry was established by the Chhattisgarh government through legislation to promote higher education, research, and training in the fields of horticulture and forestry. Initially, IAS Mahadev Kavre was appointed as the acting Vice-Chancellor, followed by the commencement of the regular Vice-Chancellor selection process. During the preliminary hearing, the Chhattisgarh High Court issued notices to the state government and the university administration, seeking a clear response. The court will now examine whether the appointment of Dr. R.R. Saxena followed the required qualifications and procedures. Further hearings are expected soon.
