  • Chhattisgarh: BJP-Congress spar over submission of Jheeram probe report to governor

    RAIPUR: The ruling Congress in Chhattisgarh raised objections citing the alleged violation of the accepted propriety over the submission of 2013 Jheeram massacre probe report to the Governor Anusuiya Uikey.However, constitutional experts believe there can be exceptions to the general rule and that depends on the contents of the inquiry report.

    Some precedents have apparently led to strong political debate as the Congress alleged that submission of the report is “a digression from the established procedures”. 

    Chhattisgarh state, ever since it came into existence in 2000, has so far set up six judicial commissions related to various Maoists incidents. Three probe reports have been accomplished. Two report  investigations were earlier submitted to the state government. But the Jheeram report was handed over to the Governor by the Commission’s secretary on November 6.

    “The given convention should have been followed. As a practice the state government after receiving the report tables it in the Assembly along with the action taken report”, said Congress spokesperson Sushil Anand Shukla.

    In 2013, a group of Congress frontline leadership got eliminated in the Maoist attack at Jheeram valley in Bastar on 25 May. The Raman Singh government, at that time, constituted a single-member judicial commission under the then judge of Chhattisgarh High Court Justice Prashant Kumar Mishra, who is now Chief Justice of Andhra Pradesh High Court.

    The constitutional experts affirmed that the senior judge who headed the commission is familiar with the law and might have considered the point regarding the submission of the report or it could be mere a chance for the report given to the Governor. 

    “It is presumed that the one who appointed the commission should get the probe report but there may also be exceptions to the general rule. However whether that divergence applies here, we can’t say as there could be other reasons that led the Commission to contemplate on handing over the report to the Governor. Without knowing the contents of the report, there are arguments and counter arguments prevailing”, said constitutional expert and former state advocate general Kanak Tiwari.

    The Commission, after getting 20 extensions of the initial three-month tenure, submitted a 10-volume report.

    Chief Minister Bhupesh Bahgel stated, in June this year, that the Commission had sought one final extension and in September the Commission’s secretary had again written seeking some more time.

    “So did the Commission submit the report which was not concluded? If it’s not the case, then why was the additional time sought to complete the investigation?”, asked Baghel and wondered if the report was submitted even before the final extension was approved by the state.

  • Necessary amendment in Gazette of C’garh Health Services demanded

    All India Pre and Para Clinical Medicos Association (AIPCMA) Chhattisgarh, Association of Medical Biochemist of India (AMBI) Chhattisgarh State Unit and other health organisations submitted memorandum to Governor, Health Minister and State Government and demanded necessary amendment in Gazette of Chhattisgarh Health Services. Dr Piyush Bhargava, State Convener of AIPCMA and IMBI informed that delegations from Chhattisgarh unit of AIPCMA, AMBI, IAPSM and Junior Doctors Association handed over memorandum to Governor of state Anusuiya Uikey, Health Minister TS Singh Deo and state government officials. They requested to make necessary amendment in Gazette of Chhattisgarh Health Services regarding the appointment rules of medical officer and inclusion of five subjects in health services. Dr Piyush Bhargava, further informed that in present scenario there is need to make amendments in Gazette of Chhattisgarh Health Services. They demanded 50 percent direct recruitment in post of Medical Officers for District hospitals in public interest. At present out of 1400 posts 132 Medical officers are on job and about 70 percent are going to retire in a year or two. Secondly appointment of Bio-Chemistry, Micro-Biologist, Community Medicine, Forensic medicine and Radiotherapy experts in district hospital as well as in Community Health centre would be appropriate. The reports generated by automatic machines installed at diagnostic labs can be cross verified by the experts of Bio-Chemistry. In medico legal cases Forensic experts play important role. For social welfare community medicine experts prepare projects, while Radiologist play important role in treatment of Cancer. Micro-Biologists are required to study micro-organisms. All the experts given their services in medical colleges and because they are present in good quantity their services can be taken for common public through community medicine centres and district hospitals. Dr Bhargav further informed that Health Minister T S Singhdeo has assured to take necessary step in this regard.

  • Former BJP MLA Rathia no more

    Former BJP MLA and Parliamentary Secretary Om Prakash Rathia passed away on Wednesday. The Dharamjaigarh MLA, Rathia, was infected by Covid-19 and he was admitted to Covid Hospital in Raigarh on December 26 after he complained of breathing problem. Rathia was tested positive for Covid-19 on December 24. After his health deteriorated, Rathia was sent to All India Institute of Medical Science (AIIMS) Raipur a day before he breathed his last. It is to be mentioned, Rathia won Dharamjaigarh seat twice on BJP ticket. Mainly, Rathia was a tribal leader. Rathia is survived by son and two daughters. Rathia had won MLA elections twice in 2003 and 2008. He had defeated Congress stalwart Chaneshram Rathia to end the 25 years’ of rule by Congress in the constituency. Later, Om Prakash Rathia was lost to Chaneshram’s son Laljit Rathia who is sitting MLA. Governor Anusuiya Uikey, Chief Minister Bhupesh Baghel and Speaker Dr Charandas Mahant expressed deep sorrow over the demise of Rathia. Expressing her sincere condolence, Governor Uikey prayed to the God for the peace of departed soul. She also consoled the family members. Chief Minister Bhupesh Baghel expressed his deepest sympathies family of Rathia. Speaker Dr Mahant said that he is deeply saddened by the news. He prayed that God will grant strength to the family of Rathia. Several BJP leaders expressed condolence message to the departed soul of Rathia. BJP state president Vishnudev Sai described the death of Rathia as irreparable. Chhattisgarh has lost a skilled administration in the form of Rathia, he said. Former Chief Minister Dr Raman Singh said that Rathia was a skilled administrator. BJP National Co-organisation general secretary Saudan Singh described Rathia as a dedicated worker of the organisation. Rajya Sabha MP Saroj Pandey said that philosophy of Rathia has been motivational. Former BJP SC/ST Cell National President Ramvichar Netam said that Chhattisgarh lost a tribal leader who had fought for rights of tribal. BJP State organisation general secretary Pawan Sai, Leader of Opposition Dharamlal Kaushik, state general secretaries Narayan Chandel, Bhupendra Singh Savanni and Kiran Dev, and MP Sunil Soni, former secretary and MLAs Brijmohan Agrawal and Ajay Chandrakar, MLA Shivratan Sharma, BJP State spokesperson Rajesh Munat and other leaders paid tributes to Rathia.

  • Governor launches ‘e-Samadhan’ website

    Governor Anusuiya Uikey launched website ‘e-Samadhan’ at Raj Bhavan on Friday. The website of the e-Samadhan is https://esamadhan.cg.gov.in. Applications received from common public at the Raj Bhavan will be sent to the concerned departments through this website. The status of the action being taken on those applications in various departments can be tracked. The status of the applications and the updated status of disposal will be monitored by the Raj Bhavan Secretariat. Governor Uikey said that today is the era of technology. Technology is being used everywhere. New technology brings transparency in work. e-Samadhan system will be helpful to resolve the grievances of common people at the earliest. Governance will be more sensitive and accountable to the people, she added. Additional State Informatics Officer of National Informatics Centre (NIC) T N Singh informed that the applications coming to Raj Bhavan will be scanned and uploaded on this website. This website has been linked to the concerned departments, collectorate and development office. The applications will be uploaded and sent to the respective offices for their disposal. 3,200 government offices have been associated with this website so far. With the launch of this website, time will be also saved, he added. Secretary to Governor Amrit Kumar Xalxo and Legal Advisor to Governor R K Agrawal were also present on the occasion.
