  • South Indian ministers top liabilities, assets chart in new Central government, says ADR analysis

    Three ministers from the South have the highest liabilities among the 71 newly-appointed ministers in the Central government, according to an analysis by National Election Watch (NEW) and the nonprofit Association for Democratic Reforms (ADR). Andhra Pradesh’s MP from Guntur, Dr. Chandra Sekhar Pemmasani, tops the list with liabilities amounting to over Rs 1038 crore. Karnataka’s HD Kumaraswamy (Mandya) and V Sommana (Tumkur) are behind him , with liabilities of more than Rs 82 crore and Rs 22 crore respectively. Pemmasani and Kumaraswamy also feature among the top three MPs with the highest assets, with the former again topping the chart at assets worth more than Rs 5,705 crore, while the latter comes third with about Rs 217 crore. Among the 71 ministers, 19 are battling serious criminal charges with Bandi Sanjay Kumar of Telangana facing the highest number of such serious charges, including crimes against women. Suresh Gopi, BJP’s lone MP from Kerala, faces the fifth highest number of serious charges.

    Eleven out of 71 ministers in the new council of ministers have declared their educational qualification to be 12th standard while 57 ministers have declared having an educational qualification of graduate or above. Out of these, 14 ministers have a basic university degree, while 10 have professional graduate degrees, with specialised education in fields like law, engineering, or medicine.

    With even higher qualifications, 26 ministers have post-graduate degrees, and seven have doctorates.

  • Gujarat polls: Only nine percent women candidates in fray

    NEW DELHI: Only 9 percent of women candidates are in the fray for the Gujarat Assembly polls. However, this is 2 percent higher than in 2017.

    The 182-member Gujarat Assembly will go to the polls in two phases on December 1 and 5, while the counting of votes will be taken up on December 5.

    Incidentally, women’s participation has gone up as compared to the 2017 Assembly polls. This time, a total of 138 (9 percent) female candidates are contesting the elections, as compared to 122 (7 percent) in 2017, a report by Association for Democratic Reforms (ADR) said on Tuesday.

    BJP has fielded 9 percent women candidates, whereas Congress and AAP have fielded 7 percent and 4 percent women candidates respectively in Gujarat polls.

    As per the report, 997 (62 percent) candidates have declared their educational qualification to be between 5th and 12th standard, while 449 (28 percent) candidates have declared having an educational qualification of graduate or above.

    The report said that 48 candidates are Diploma holders and 85 candidates have declared themselves to be just literate while 42 candidates are illiterate.

    Similarly, 561 (35 percent) candidates have declared their age to be between 25 and 40 years, while 861 (53 percent) candidates are aged between 41 and 60 years.

    There are 197 (12 percent) candidates who have declared their age to be between 61 and 80 years, while two candidates are aged above 80 years.

  • Punjab Cabinet: Seven of 11 ministers face criminal cases, nine crorepatis

    NEW DELHI: Seven of the 11 newly sworn-in ministers in Punjab have declared criminal cases against themselves, with four of them facing serious charges, poll rights group Association for Democratic Reforms said on Monday.

    The 11 ministers include Chief Minister Bhagwant Mann. Punjab Election Watch and the Association for Democratic Reforms analysed the affidavits of all 11 ministers, including the CM.

    The ADR said seven ministers (64 per cent) have declared criminal cases against themselves. Four of them (36 per cent) have declared serious criminal cases against themselves.

    Of the 11 ministers, nine are crorepatis and the average of their assets is Rs 2.87 crore. The minister with the highest declared total assets is Bram Shanker (Jimpa) from Hoshiarpur. He has assets worth Rs. 8.56 crore.

    Lal Chand from Bhoa (SC) constituency has the lowest declared total assets worth Rs 6.19 lakh. Nine ministers have declared liabilities. The minister with the highest liabilities is Bram Shanker, He has liabilities worth Rs 1.08 crore.

    The ADR said five ministers (45 per cent) have declared their educational qualification to be between Class 10 and 12 while the rest are graduate or above.

    Six ministers (55 per cent) have declared their age to be between 31 and 50 years while five (45 per cent) are aged 51 and 60, the ADR said. Ten AAP MLAs were sworn in as Punjab ministers on Saturday.

    They are Harpal Singh Cheema, Harbhajan Singh, Dr Vijay Singla, Lal Chand, Gurmeet Singh Meet Hayer, Kuldeep Singh Dhaliwal, Laljit Singh Bhullar, Bram Shanker Jimpa, Harjot Singh Bains and Dr Baljit Kaur.

    Earlier, Bhagwant Mann had taken oath at a programme in Khatkar Kalan, the ancestral village of freedom fighter Bhagat Singh.

    Five LS MPs left the BJP to join other parties during the 2019 Lok Sabha polls while seven RS MPs left the Congress to join another party to contest elections between 2016-2020, the report stated.

  • Registered unrecognised political parties increased two-fold from 2010 to 2019: Poll rights group

    NEW DELHI: The number of registered unrecognised political parties has increased two-fold from 2010 to 2019, according to a report by Association for Democratic Reforms (ADR), a poll rights group.

    Either newly registered parties or those which have not secured enough percentage of votes in the assembly or general elections to become a state party, or those which have never contested elections since being registered are considered unrecognised parties.

    From 1,112 such parties in 2010, the number of unrecognised registered parties has increased to 2,301 in 2019.

    “The number of registered unrecognised political parties has increased two-fold in the last 10 years.

    It is important to note that the number of such parties increases disproportionately during the year of Parliamentary elections especially.

    “Between 2018 and 2019, it increased by over 9.8 per cent while between 2013 and 2014, it increased by 18 per cent,” the report said.

    The registered unrecognised parties analysed in this report declared a total of 6,860 donations worth Rs 65.45 crore during FY 2018-19 and 6,138 donations of Rs 24.6 crore for FY 2017-18, amounting to 12,998 total declared donations of Rs 90.05 crore in two years.

    Apna Desh Party of Uttar Pradesh declared the highest donations for both financial years combined of Rs 65.63 crore (4,300 donations) or 72.88 per cent of the total declared donations by unrecognised parties in their contribution reports of FY 2017-18 & 2018-19, the report said.

    “Of the 138 parties analysed in this report, more than 50 parties’ contribution reports are unavailable in the public domain for either of the two financial years,” the report said.

    Of the total 2,301 registered unrecognised parties as of March 2019, 653 parties or 28.38 per cent of them belong to Uttar Pradesh, followed by 291 parties or 12.65 per cent from Delhi and 184 or eight per cent from Tamil Nadu.

    The Election Commission of India issued guidelines on ‘Transparency and Accountability in party funds and election expenditure — submission of reports by unrecognised political parties’ which were applicable to all political parties w.e.f October 1, 2014.

    As per these guidelines, all unrecognised parties are required to submit their requisite reports in the office of the respective state CEOs.

    On receipt of the reports from the state level unrecognised political parties, scanned copies of annual audited accounts, contribution reports and statements of election expenditure shall be uploaded on the websites of CEOs of the respective states, within three days of receipt of the same for viewing by the public.

    In view of the above, this report by Association for Democratic Reforms (ADR) analyses the status of submission of contribution reports of registered unrecognised parties between FY 2017-18 and FY 2018-19.

    The report looks at the number of parties that submitted their contribution reports on time, those that delayed their submission as well as parties whose contribution reports are not available in the public domain after the due date for the said time period.
