Prepare an action plan for disaster management: Chief Secretary Shri Jain

Chief Secretary Shri Amitabh Jain has said that keeping in view the upcoming monsoon season, all necessary preparations should be made well in advance to deal with excessive rains and floods. Action plan should be prepared for disaster management in the districts. He said that in such areas where there is a possibility of flood every year, food grains, drinking water and other relief materials should be stored. People should be given information about weather forecasts to avoid disasters like floods, heavy rains. Chief Secretary Shri Jain was addressing the meeting of High Level Flood Control Committee at Mantralaya Mahanadi Bhawan here today through video conferencing. Chief Secretary Shri Jain said that all necessary preparations should be made for the operation of relief camps in the likely flood affected areas. These areas should be continuously monitored. If needed, complete plans for camps etc. should be prepared to take people to safe places and stay. Whatever flood protection equipment is available in the districts should be repaired. The flood control room at the district level remained operational for 24 hours. In inaccessible areas, where it is not possible to reach in case of flood, store adequate quantity of food items, salt, kerosene, life saving medicines etc. in advance. Water purification should be done from drinking water sources, wells, hand pumps etc. The Chief Secretary said that in the districts where the big river flows, keep a constant watch on the water level of the river and if there is a possibility of the water level reaching the danger mark, prior information should be given to the state level control room. Control rooms should be set up on large water bodies. Special care should be taken when releasing water from reservoirs. Efforts should be made to drain the reservoirs regularly so that the situation of flood does not arise. 12 hours prior information should be given to the low-lying districts and bordering states for drainage when the water level of the dams rises. The Chief Secretary said that keeping in view the possibilities of infectious diseases in the event of floods, medical teams should be constituted and necessary life saving medicines should be arranged. Bamboo and bat should be arranged for the repair of flood damaged houses. Similarly, the assessment of crop damage should be done jointly by the officers of Revenue, Agriculture and Horticulture Department. The Chief Secretary said that the flood situation in urban areas is often due to blockage of drains and drains. They should be cleaned before the rain through urban bodies. After identifying the dilapidated buildings, arrangements should be made to resettle the residing persons elsewhere. The repair of bridges and culverts should be done so that road traffic is not obstructed. Arrangements should be made for barriers etc. at accident prone places during floods.
