Raipur, April 17, 2025 / The Chhattisgarh government today took another significant decision towards taking the state to new heights of industrial and economic development. In the cabinet meeting held at Mahanadi Mantralaya Bhavan under the chairmanship of Chief Minister Shri Vishnu Deo Sai, in-principle approval was given to Bharat Earth Movers Limited (BEML) for the establishment of a Heavy Earth Moving Equipment Manufacturing plant in the state. It was decided to allocate 100 acres of land near Bilaspur, Champa, adjacent to the National Highway, at a token rate for this plant, with the aim of creating local employment and promoting micro and small industries.

The new industrial policy 2024-30 of the Chhattisgarh government, which came into effect on November 1, 2024, has made the state investor-friendly. The basic mantra of this policy is minimum governance, maximum incentives, under which the process of establishing industries has been simplified and made transparent. Facilities like Single Window System 2.0, online application, and quick processing have made the business environment easier for entrepreneurs in Chhattisgarh. The policy provides special incentives to sectors like pharmaceuticals, information technology, artificial intelligence, green hydrogen, semiconductors, and tourism.

Under this policy, attractive provisions like 30-50 percent subsidy, tax exemption for 5 to 12 years, and interest subsidy have been made for industries. In addition, a B-Spoke Policy for units providing more than 1000 jobs and a training grant of up to Rs 15,000 per person are also included. The government aims to create 5 lakh new jobs in the next five years, which is a big step towards making local youth self-reliant.

The establishment of BEML’s Heavy Earth Moving Equipment Manufacturing plant will not only increase industrial activities in Chhattisgarh, but will also create employment opportunities at the local level. The decision to allocate 100 acres of land at a token rate for this plant reflects the government’s commitment to investors. This step will promote micro, small and medium enterprises (MSMEs) as well as strengthen the local supply chain. This project will provide direct and indirect employment to thousands of people, which will bring economic prosperity to both rural and urban areas.

The Chhattisgarh government has made several reforms to promote Ease of Doing Business. Through the Single Window System, all approvals are being provided to industries on a single platform, which is saving time and cost. The expansion of online facilities has also accelerated the establishment of industries. Entrepreneurs can now apply for various approvals from home.

Under the leadership of Chief Minister Shri Vishnu Deo Sai, the Chhattisgarh government has taken meaningful initiatives to attract investment. Industrialists from the country and abroad participated in the Investors Connect Meets held in Delhi, Mumbai and Bangalore, as a result of which investment proposals worth Rs 4 lakh 40 thousand crore were received. The consent to invest Rs 6,000 crore in the Mumbai Summit, Rs 15,184 crore in Delhi, and in the energy sector in Bangalore has highlighted the industrial potential of Chhattisgarh.

According to the Project Today survey, in the financial year 2025, Chhattisgarh received an investment of Rs 1,63,749 crore in 218 new projects, which is 3.71 percent of the total investment of the country. This achievement has placed Chhattisgarh among the top ten investment states in the country. Chief Minister Sai assured the industrialists that the Chhattisgarh government will provide all possible cooperation with transparent and investor-friendly policies.

Chief Minister Shri Vishnu Deo Sai has said that the new industrial policy of Chhattisgarh not only promotes the establishment of industries, but also emphasizes on employment generation and economic prosperity. Our goal is to contribute to the building of a developed India under Amritkaal-Chhattisgarh Vision 2047 Nava Anjor. He said that the state is now emerging as an industrial and technical hub, moving out of its Naxal-affected image.
