    Industrial Productivity and Efficiency Will Increase with the Sai Government’s Decision

    Raipur, April 21, 2025/ The government led by Chief Minister Shri Vishnu Deo Sai in Chhattisgarh has made significant amendments to the Chhattisgarh Industrial Land and Building Management Rules, 2015, to accelerate industrial development and ensure the welfare of workers in the state. This amendment, which was notified on February 27, 2025, provides new opportunities for the use of leased land for industrial units and the construction of worker housing in industrial areas. This step is seen as an important initiative to make the state’s industrial policy more investor-friendly and improve the living standards of local workers.

    Regularization of 15 Percent of Leased Land

    Under the new amendment initiated by Chief Minister Shri Vishnu Deo Sai, industrial units are allowed to regularize 15 percent of the total leased land for non-industrial activities such as administrative buildings, canteens, or other facilities. Previously, this limit was strict, causing difficulties in operation for many units. Now, this relaxation will allow entrepreneurs to use land flexibly to enhance the efficiency of their units.

    Permission for Construction of Industrial Worker Housing

    The second important aspect of the amendment is the permission for the construction of housing for workers in industrial areas. This step will not only provide better living facilities for workers but will also increase the availability of workers in industrial areas. This will give workers the opportunity to live near the workplace, saving them travel costs and time.

    Benefits of the Amendment

    The permission to regularize 15 percent of the land will enable entrepreneurs to improve infrastructure in their units. This will increase productivity and efficiency. The start of housing facilities in industrial areas will provide workers with safe and convenient accommodation. This will help in enhancing their efficiency and standard of living. Industrial investment in Chhattisgarh will be promoted due to favorable policies. This will be particularly beneficial for small and medium-sized enterprises. New employment opportunities will be created locally through worker housing and industrial expansion, which will boost the state’s economy. Housing facilities in industrial areas will reduce the population pressure on urban areas, as workers will have the option of living in industrial areas themselves.

    Notably, previously, industrial units had to use leased land only for specific industrial activities. Obtaining permission for non-industrial uses, such as office buildings or employee facilities, was complex and time-consuming. Under the new rule, 15 percent of the land can be regularized without any complex process. This will help entrepreneurs reduce operational costs and strengthen infrastructure. For example, a unit can now build an employee welfare center, training facility, or warehouse on this 15 percent of the land.

    Industrial areas in Chhattisgarh are often located in rural or semi-urban areas, where there is a shortage of housing for workers. This forces workers to travel long distances, which affects their productivity. Under the amendment, industrial units can now build housing for workers on or around their premises. This facility will not only be beneficial for workers but will also provide entrepreneurs with a stable and dedicated workforce.

    Industrial experts believe that this amendment will make Chhattisgarh more attractive for investment. Rajesh Agarwal, an industrialist from Raipur, said, “The regularization of 15 percent of the land will help us increase employee facilities on our premises. Also, the permission for worker housing will boost the morale of our employees.”

    Chief Minister Shri Vishnu Deo Sai has described this amendment as part of the vision of a developed Chhattisgarh. He said that our goal is to promote industries and at the same time ensure the welfare of workers. This amendment will prove helpful in achieving both objectives. The amendment to the Chhattisgarh Industrial Land and Building Management Rules, 2015, is an important step towards industrial development and worker welfare in the state.
