Four Years of Justice: Shramev Jayate in Chhattisgarh

Chhattisgarh is showing a new path to the country in the field of welfare of unorganized sector workers. Rajiv Gandhi Grameen Bhoomihin Krishi Mazdoor Nyay Yojana has been started in the series of justice schemes to provide financial assistance to lakhs of landless people who are living their lives by doing hard labor in rural areas in the state. This is the first scheme of its kind in the country. In this scheme, financial assistance of Rs 7 thousand is being given to the people working as laborers in the village. The Government of Chhattisgarh is working with the basic spirit of Shramenv Jayate. Several schemes are being run by the Labor Department for the welfare of workers and labourers. Registration is being done in the e-Shramik portal for providing various assistance including skill enhancement, planning for the unorganized workers. So far 82 lakh 40 thousand workers have been registered. Chhattisgarh is at the 6th position in the country in terms of registration on the e-portal. The retirement age of workers working in industries and factories has been increased by two years. Now the workers will retire at the age of 60 instead of 58. Many schemes are being run in Chhattisgarh for the welfare of the workers and their families. Through these schemes, labor families are getting better opportunities for skill upgradation, medical and education. During the Corona crisis, no stone was left unturned in taking care of the laborers and providing quick help. During the period of the lockdown, more than 73 thousand workers were paid wages of more than Rs 171 crore. On the basis of complaints related to the salary of the workers, more than one crore rupees were paid to more than 875 workers. Food, ration assistance was provided to 34,321 laborers in 1067 requests received from the state. As many as 1,53,859 laborers were brought back from other states by 107 Shramik Special trains. Chhattisgarh has been honored with national awards for concrete steps taken for the welfare of laborers in the last four years. The Labor Department was awarded the National Award for Universal Access to E-Shramik Services Sector. An amount of Rs 2 lakh has been given as award. The Labor Department was awarded the Skoch Award for single integrated registration for e-Shramik service. Chhattisgarh State Migrant Labor Policy 2020 has been made effective for the protection of the interests of migrant workers. 82 lakh 40 thousand unorganized workers working in the unorganized sector have been registered in the e-Shram Portal. On the basis of number of registration of unorganized workers through e-Shramik portal, Chhattisgarh is at the sixth place in the country and at the third place in achieving the target. About 6376 crore 76 lakh rupees have been provided to about 6376 construction workers and their dependents under Chief Minister’s Construction Workers Death and Disability Assistance Scheme. Under the ‘Chief Minister Construction Workers Free Card Scheme’, Rs 12 lakh was spent to benefit more than one lakh 19 thousand beneficiaries. About Rs 18 crore 51 lakh has been provided to 9257 beneficiaries under Chief Minister Noni Empowerment Assistance Scheme and about Rs five lakh has been provided to 48 beneficiaries under Chief Minister Shramik Sian Sahayata Yojana. Under the Unorganized Workers Death and Disability Assistance Scheme, 3673 unorganized workers and their dependents have been given assistance of about Rs 36 crore 73 lakh. Under the process of registration and welfare of unorganized workers, assistance of about Rs 96 crore has been given to about 6 lakh beneficiaries. Similarly, 02 new schemes for organized laborers ‘Meritorious Education Promotion Scheme’ and ‘Sports Promotion Scheme’ have been started from June 2, 2022. Under the process of registration and welfare of organized workers, assistance of Rs 4.91 crore has been given to about 4.09 lakh beneficiaries. About 14.75 lakh beneficiaries have been benefitted with an amount of Rs. 313.64 crore for the registration of factory workers and for the welfare of the workers. The registration fee of the factory workers was waived off and the registration was done free of cost. Under the Employees’ State Insurance Services, more than five lakh beneficiaries have been added to the workers’ scheme. Outpatient service has been started by the Employees State Insurance Services by constructing 100 bedded hospitals in Raipur and Korba. To help the insured beneficiaries, a toll-free number (1800-233-1351) has been started at the headquarters of the Employees’ State Insurance Services. About Rs 107.06 crore has been spent on the secondary treatment of the insured beneficiaries and their family members since January 1, 2019, by the Employees’ State Insurance Services. Medical facilities are being provided to the insured labor beneficiaries. Medical facilities have been provided to more than 24 lakh insured beneficiaries since January 1, 2019, under the Employees State Insurance Services. During the Corona crisis, more than three lakh distressed workers, migrants were helped with food, ration and instructions were given to pay salaries to the workers of establishments, factories and not to retrench them.Registration process of organized and unorganized sector workers To simplify the online portal has been prepared for integrated application, as well as ‘Shramev Jayate’ (Shramev Jayate) mobile app has been launched on September 1, 2022.
