Most of the demands made by the farmers have been fulfilled. In relation to considering the demands of the farmers, a 03 member ministerial level committee was constituted by the Chief Minister Shri Bhupesh Baghel. Agriculture Minister Shri Ravindra Choubey, Forest Minister Shri Mohammad Akbar and Urban Administration Minister Dr. Shivkumar Dahria are involved in this. On the demands of farmers, 03 meetings were held on 29 January, 14 February and 17 February 2022 respectively. The new capital affected area MLA Mr. Dhanendra Sahu also attended the meeting. After the meeting of this ministerial committee, recommendations were issued on 06 demands. In the meeting of the Board of Directors of Nava Raipur Atal Nagar on 25 February 2022, these recommendations were approved. In these, the recommendations made by the ministerial level committee, the condition of implementation of Village Development Scheme (VDP) was laid during the tenure of the previous government in relation to the distribution of residential lease of rural settlement under the distribution of residential lease of rural settlement. The condition of implementation of Gram Vikas Yojana has been removed by the present government keeping the interest of farmers affected by this new capital in priority. Keeping in mind that the person where he is settled, there is no need to displace him, keeping in mind that the population is encroached on the area or government land or who has given land to Nava Raipur Atal City Development Authority or comes in the category of affected, he will be eligible for 1200 Residential land up to 2500 square feet will be given. The survey is being finalized in 03 villages and the process of survey is under process in 03 villages. The audit objection will be resolved and the amount will be given, while discussing, the Housing Minister Shri Akbar said that the new capital was stopped due to the annual audit objection of the affected farmers. This amount is to be given to the affected farmers with 15 thousand per acre and 750 / – annual increase till 2031. Due to audit objection in this regard, only in 285 cases out of 6465, partial payment has been made due to audit objection and the amount raised is pending for payment. The audit objection will be resolved at the government level and the amount will be paid. The affected families will get employment, he told that the farmers’ welfare committee’s discussion regarding employment to the educated youth of the new capital affected area in Nava Raipur Atal Municipal Development Authority. After that it was decided that in relation to providing employment to such people who are of unskilled, semi-skilled and skilled category, it will be mandatory to give 60 percent employment in those tenders to provide employment to the people of the affected area. Shop, Gumti, Platform and Hall will be allotted in relation to the allocation of Shop, Gumti, Platform at cost price, currently 57 vacant shops, 12 Gumti, 04 Halls and 71 platforms are allotted through lottery by inviting applications at cost price. will be allotted to the project affected families. He said that 13 more villages have been exempted from the requirement of no-objection. Regarding the permission of the Collector on the purchase and sale of land in Nava Raipur Atal Nagar area, no objection certificate was required in 27 villages out of total 41 villages for sale and purchase of land, which was reduced to no objection certificate to all 13 villages of Layer-2. Exempted from the requirement of the letter. The names of the villages that are being freed from the requirement of no objection are as follows- Kuhera, Parsada, Paloud, Kotni, Tandul, Khandwa, Pacheda, Bhelwadih, Leopard, Grandson, Banjari, Cheria, Kurru. It may be mentioned that earlier 14 more villages were free from the requirement of no objection. In this way, out of the total 41 villages, 27 villages have become free from the requirement of NOC. The 14 villages that are left are Layer-1 villages, where the new capital area has been constructed. He said that in this way most of the demands of the farmers affected by the new capital were renewed on the recommendation of the ministerial committee on the instructions of the Chief Minister Mr. Bhupesh Baghel.
