Central government appreciated IT based financial management system of Chhattisgarh, gave incentive amount of Rs 250 crore

Raipur. Chhattisgarh government under the leadership of Chief Minister Vishnu Dev Sai has achieved an important achievement by implementing IT based financial management system to bring transparency and efficiency in administrative work. Appreciating this digital improvement, the Central Government has provided an incentive amount of Rs 250 crore to the state in the form of capital expenditure (capex).

The State of Chhattisgarh has adopted “Just in Time” (JIT) model and SNA Sparsh system for financial management of centrally sponsored schemes. The system eases distribution, tracking and payment of funds, making financial flows efficient. Under this, the state government has consolidated the central funds through RBI’s e-Kuber network and the state funds through the Financial Management and Information System (FMIS). This initiative has also ensured timely utilization of funds and real-time reporting of expenditure.

Under this improvement, smart payment algorithm has been used, due to which payment is made in real time based on trigger rules. This has improved the outcomes of the Public Financial Management System (PFMS). Also, by creating digital platforms and portals in the state, the benefits of government schemes are being delivered to the general public in a fast and transparent manner.

The Government of Chhattisgarh has made its technology-led reforms nationally relevant to promote Digital India and Direct Benefit Transfer (DBT). The state’s infrastructure projects and infrastructure ecosystem will get further strength from this incentive amount.

Chief Minister Vishnudev Sai has said that technology-based reforms and good governance are the keys to the economic development of Chhattisgarh. This achievement is not only a proof of administrative efficiency but also a testament to our government’s commitment towards good governance towards the people. This effort of Chhattisgarh government will not only make the state technologically empowered but will also become an inspiration for other states.

It is noteworthy that Chhattisgarh government is promoting the use of IT to speed up administrative work, under this, the state government is using SNA Sparsh for releasing, distributing and tracking funds for centrally sponsored schemes and for better cash management. Under this, JIT (Just in Time) model has been adopted. Through this, work is being done through a new system for centrally sponsored schemes, the objective of which is to optimize the utilization of funds and expenditure by focusing on efficient payment processing by receiving funds from the consolidated fund of the Center and the State at the appropriate time. To facilitate real time reporting of. In this, the state’s share of the centrally sponsored scheme is released through FMIS (Financial Management and Information System) and the central’s share is released through RBI’s e-Kuber network, through which real time fund utilization is being done.

The process of transfer of funds “at the right time” through Just in Time has been adopted to facilitate the public financial management system by establishing a payment cum accounting network with efficient fund flow system for centrally sponsored schemes. Smart payments involve making efficient payments in real time based on rules triggered through algorithms which has helped in improving financial management outcomes in the public sector.

The Government of Chhattisgarh is committed to strengthening the Digital India initiative of the Central Government. Just in Time Model supports Digital India and Direct Benefit Transfer (DBT) for better cash management and Public Finance Management System (PFMS). “Technology-led Reforms and Good Governance to Drive Rapid Economic Growth” is one of the strategic pillars included in the budget statement for the financial year 2024-25. The Government of India is also giving full support to this reform done to adopt financial management system for centrally sponsored schemes. For this reform, the state has been provided Rs 250 crore incentive amount for capital expenditure (capex) from the Government of India. Apart from this, it is possible to receive incentive amount of Rs 250 crore. This amount is being used to strengthen the infrastructure ecosystem in the infrastructure construction projects of the state.
