A meeting of the Council of Ministers was held under the chairmanship of Chief Minister Bhupesh Baghel at his residence office here today.

1 Decision was taken by all the government departments of the state government to purchase materials from the state suppliers only. For this, the proposal for amendment in the Chhattisgarh Government Store Purchase Rules, 2020 was approved. 2 The proposal for reorganization of Chhattisgarh State Farmers Welfare Council was approved. The decision to increase the sale rate of vermi compost produced under Godhan Nyay Yojna from Rs.8 per kg to Rs.10 per kg was ratified by the cabinet. 4. Permission was granted to execute the lease of Nazul land allotted to Durg District Housing Committee Rajnandgaon (Mohan Nagar).5 The draft of the Indian Stamp (Chhattisgarh Amendment) Bill-2020 was approved. 6 The proposal of Chhattisgarh Freight Control (Amendment) Bill, 2020 was approved to amend the Chhattisgarh Freight Control Act 2011. To amend the Chhattisgarh Regularization of Unauthorized Development Act, 2002 and the Chhattisgarh Regularization of Unauthorized Development Rules, 2002, it was decided to constitute a sub-committee of ministers and get the recommendations of the committee in the proposed amendments. Under the Chhattisgarh Municipal Corporation Act 1956, it was decided to relax the provisions of the Chhattisgarh Immovable Property Transfer Rules 1994, to use the vacant buildings owned by 8 municipal corporations for city diagnostic center scheme. 9 The draft of the Chhattisgarh Fiscal Responsibility and Budget Management (Amendment) Bill, 2020 was approved. The draft of Chhattisgarh Appropriation Bill-2020 was approved in connection with the presentation of 10 Second Supplementary Estimate Year 2020-21 in the Vidhan Sabha. It was decided to undertake redevelopment of dilapidated buildings constructed in 11 district headquarters and major cities of the state. In which in-principle consent was given to the redevelopment plan of Shanti Nagar in Raipur. 12 Chhattisgarh Housing Board and Raipur Development Authority should be allowed to free-hold commercial property included in residential and residential/commercial plan on the allotted government land, on the stipulated conditions. 13. It was decided to amend the criteria (i) and (iv) of ‘E’ category under the integrated registration system in the contracts of construction works in the state of Chhattisgarh. Under which, in criteria (i), now graduate unemployed youth will be registered in general areas, whereas in scheduled areas, higher secondary passed unemployed youth will be registered in E category, whereas in the past, unemployed youth with graduate degree in scheduled areas will be registered in E category. He is going. Similarly, in criterion (iv), now E-category registration and competition will be limited to the block and municipal limits. The registration will be done at the block level and the concerned Municipal Corporation boundary area will also be considered as a unit for registration, whereas earlier there was a provision that the block residents of which the graduates would be residents, they would be able to participate in the competition for the works under the same block. 14 The process of obtaining loans from banks/financial institutions and undertaking construction work was approved by Chhattisgarh Road and Infrastructure Development Corporation Limited by obtaining sovereign guarantee from the state government. It was also decided to increase/renew the service period of the remaining 69 contractual training officers in industrial training institutions under 15 Directorate of Employment and Training. In the past, the contract service of 235 contract training officers has been increased. Along with this, the prevailing rate for the category of self-made source, which is Rs. 5 per cubic meter of natural source water, was reduced to Rs. 3.50 per cubic meter. 2. It was decided to reorganize the Chhattisgarh State Medicinal Plant Board by renaming it as Chhattisgarh Tribal Local Health Tradition and Medicine Plant Board. 3 The proposal for amendment (appeal and other provisions) in Chhattisgarh Industrial Land and Management Rules 2015 was approved. With this, the remaining plots can be allotted to new applicants by getting back the possession of the plots from the canceled plots and the closed units. That is, the transfer of land has been made easy in cases of not being able to use the industrial land allotted on lease. Under the Industrial Policy 2019-24, a MoU was signed for Bioethanol and a provision was made to give a special early bird incentive on the unit coming into production within 6 months. The Council of Ministers decided to replace the unit coming into production within 18 months instead of 6 months. One year was increased in the prescribed period for setting up industries in the land leased to industries. 5 Approved to amend the Industrial Policy 2019-24. In the Industrial Policy 2019-24, a special package has been announced for the Scheduled Tribes / Castes and Startups. Grants, exemptions and letter of concessions were approved for expansion / embalming of industries. Along with micro industries, small and medium industries will also get the facility of permanent capital investment grant. Core sector industries have been given the eligibility of electricity exemption in the entire state. 6 Under the Industrial Policy of Chhattisgarh State, 2019-24, special investment incentive package for investment in mega/ultra mega projects of steel (sponge iron and steel) sector. Decision was taken. In the package announced for mega investors, investment incentive up to a maximum of Rs 500 crore (up to 1000 crore for Bastar division) will be valid. It will be necessary for the proposed units to start commercial production on or before 31 October 2024. Only then will new units starting commercial production by investing Rs 100 crore in fixed capital investment will get economic investment incentive. 7. To implement all the four schemes of Chhattisgarh State Food Processing Mission Scheme by 31 October 2024, the proposal for formation of State Level Appellate Forum was approved. To promote agriculture based rural industries, Forest Rights Act in Chhattisgarh State Processing Mission, lessee and It was decided to give special priority to the villages that have been empowered by community and forest resources. Special package announced for the industries of sponge iron and steel sector. Sector wise relaxation will be admissible from 60 percent to 150 percent. 8. Amendment in Chhattisgarh Government Work (Allotment) Rules – The proposal to change the name of Forest Department to Forest and Climate Change Department has been approved. 9 The draft of the Schedule Caste Development Authority Fund- Rules 2020 has been approved. The constitution of Chief Minister Infrastructure Maintenance and Upgradation Authority and the draft of the Fund Rules 2020 were approved. The purpose of formation of this authority is to fulfill the funding of works related to the maintenance and up-gradation of structures related to education, health and transportation. The authority will also give necessary advice to the concerned department and district administration. The Chief Minister will be the chairman of this authority. The Authority shall have two Vice-Chairmen who shall be nominated from amongst the Legislators. All the ministers of the state cabinet, chief secretary, secretary finance, general administration department will be its members and the principal secretary/secretary to the chief minister will be the member secretaries of the authority. In this authority, five members will be taken from the honorable MLA / social worker and expert class by the state government. 12 On the occasion of Chhattisgarh State Foundation Day, in view of the Corona crisis, a large program will not be organized, only the state decoration ceremony will be organized in the Chief Minister’s residence office. 1 Like this:Like Loading… Continue Reading
