Raipur. A joint meeting of the financial committees was held in the Assembly Secretariat under the leadership of Assembly Speaker Dr. Raman Singh. In the meeting, Dr. Raman Singh said that the scope of parliamentary committees is very wide and comprehensive, due to this importance, parliamentary committees are called mini-houses. During the inter-session period, the legislature maintains control over the executive through the committees and in this session, the chairpersons of all the financial committees are experienced and full of parliamentary knowledge, so that the financial committees of our House will benefit from their long parliamentary knowledge and experiences and will also prove to be result-oriented.
Dr. Raman Singh congratulated the chairmen and members of all the financial committees on being elected as chairmen and members for the year 2024-25. Public Accounts Committee Chairman Dr. Charandas Mahant, Estimates Committee Chairman Ajay Chandrakar, Public Undertakings Committee Chairman Amar Agarwal, Local Bodies and Panchayati Raj Accounts Committee Chairman Dharamlal Kaushik, Principal Accountant General Yashwant Kumar, Finance Department Secretary, Director, State Audit Assembly Secretary Dinesh Sharma and Finance Secretary Sharda Verma and officers and employees associated with these financial committees were present in the meeting.
A different importance of financial committees
While discussing the importance and utility of financial committees, Vidhan Sabha Speaker Dr. Raman Singh said that among the parliamentary committees, financial committees have their own importance because these are the committees that keep an eye on how the budget amount passed by the Vidhan Sabha is being spent in various government departments, review it and ensure that the conclusions obtained from the review maintain financial discipline on the executive. After this, he described the Public Accounts Committee as one of the most important committees among the financial committees and said that through this committee, the work related to the economic audit presented in the report of the Comptroller and Auditor General of India is reviewed and if any irregularity is found in it, then the Public Accounts Committee examines all the clauses related to that financial irregularity orally and the remaining clauses are examined on the basis of written information. Among the financial parliamentary committees, the Estimates Committee considers the estimates of the departments and after the budget and grant demands are passed by the Vidhan Sabha, it works to maintain the financial control of the House on the expenditure made by the executive. During this period, Speaker of the Legislative Assembly Dr. Raman Singh had a detailed discussion with the members of the Estimates Committee and also obtained their views.
Committees present reports in the assembly
After this, the Speaker of the Legislative Assembly, Dr. Raman Singh, while describing the Committee on Public Undertakings as another important financial committee, said that through this committee, the accounts of various corporations or boards of the state are examined by the Accountant General and a report is prepared every year and presented in the Legislative Assembly in due time. In the report of the Accountant General related to public undertakings presented in the Assembly, the Accountant General obtains information from the department and public undertakings on the audit objections and completes the process by taking oral evidence of the departmental secretary as required and presents its report. After the accounts of local bodies and Panchayati Raj institutions are examined by the Accountant General, the report is presented in the Legislative Assembly. Similarly, the accounts of these institutions are also examined by the Chhattisgarh State Audit and the report is presented in the Legislative Assembly. These reports are examined by the Local Body and Panchayati Raj Accounts Committee of the Legislative Assembly and its report is presented.
We have to work towards establishing an excellent work style: Dr. Raman
In the meeting, Vidhan Sabha Speaker Dr. Raman Singh requested that the chairperson and members of the financial committees should always be serious about their presence in the committee meetings because only the continuity of the meetings and the presence of the chairperson and members will prove the significance of the committees. It should be the collective effort of the chairperson and members of the committees that the financial committees move forward for better functioning and also succeed in establishing the excellent working style of the financial committees of Chhattisgarh Vidhan Sabha by doing a comparative review of the committees of other states.
In the end, the Speaker of the Legislative Assembly, Dr. Raman Singh, while extending his best wishes to the committees, said that this sixth Legislative Assembly of Chhattisgarh is still in its infancy; in the remaining tenure, our financial parliamentary committees should be able to give the best possible results and he expressed hope that all the members will discharge their responsibilities by working hard and diligently by organizing as many meetings of all these important committees as possible.
