Jagdalpur 18 Sep. An action plan is being prepared in the district by the National Tobacco Control Program to stop tobacco products in shops set up near educational institutions. This will help in reducing the increasing addiction of smoking and tobacco use among the students. A special state-level training program was also organized in the past to make all educational institutions tobacco-free for the ill-effects of drugs and their prevention. Dr. D. Rajan, District Nodal Officer cum District CMHO of Tobacco Control Program said, “It is necessary to ban the sale of tobacco products like cigarette, khaini, bidi, zarda, pan masala etc. within 100 meters of educational institutions. Drug addiction is such a habit which is spreading rapidly in the society. From an early age, children are addicted to tobacco and tobacco products, due to which their physical, mental and financial harm is also happening. Therefore, to prevent this, it is very important to strictly follow the COTPA Act as well as make tobacco-free educational institutions.” According to the Global Adult Tobacco Survey 2016-17, 39.1 percent people in Chhattisgarh consume tobacco in some way or the other. . This is higher than the country’s average of 28.4 percent. Of this, 7 percent were people who started using tobacco before the age of 15 years. 29 percent started intake from the age of 15-17 years and 35.4 percent at 18-19 years. That is, on an average, started using tobacco at the age of 18.5 years. What is the COTPA Act, the Cigarettes and Other Tobacco Products (Prohibition of Advertising and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, also known as the COTPA Act, 2003. What does the section say – what is section 4 1. Smoking in public places is an offense. 2. The in-charge/owner of the public places shall display a cut out picture of a cigarette or bidi with black smoke at a conspicuous place from every entrance and every floor. 3. The name and phone number of the in-charge/proprietor (to whom the violation is to be reported) on the bottom of the board. will go . 4. Equipment (matches) for lighting cigarettes, lighters and bidi cigarettes will not be provided in public places. 5.Only hotels with more than 30 rooms, restaurants with seating capacity of more than 30 persons and separate smoking zones can be created in airports, but only in accordance with the legal provisions. Violation of the above rules can be fined up to ₹200. What is section 5 1. There is a complete ban on direct and indirect advertising of tobacco substances. 2. Place a white background board in black letters on the shop selling tobacco products with the words “Tobacco causes cancer”. 3. Boards on shops selling tobacco products should not be shiny (electric). Showing tobacco scenes in television and films is a crime. Violation of the above rules can be imprisoned for 1 to 5 years, a fine of ₹ 1000 to ₹ 5000, what is section 6. It is an offense to sell tobacco substances to the age group of less than 18 years. 2. It is an offense to sell tobacco products by persons under the age of 18 years. 3. Tobacco should not be visible to minors at the place of sale. 4.
