Why No FIR Was Filed in the Verma Cash Case, Says Retired Justice

Retired Justice S.N. Dhingra questioned the failure to register an FIR immediately after the discovery of cash estimated between 150 and 500 million rupees at Justice Yashwant Verma’s home. He asserted that the Delhi High Court’s Chief Justice should have directed the police to file an FIR, identify the source of the money, and secure the premises for evidence collection.

Dhingra warned that without a top‑down order, police are reluctant to act against judges, noting that “our police lack the courage to move against legislators.” He blamed the Supreme Court for dismissing petitions that could have triggered an FIR and accused a network of “brother judges” of providing mutual protection, regardless of whether formal protective legislation exists.

The retired judge concluded that the responsibility to initiate an FIR lay with the Delhi High Court, not the Supreme Court, and that the failure to do so allowed the alleged misconduct to go unchecked.
