Two‑Tier Clearance System and Auto‑Appeal Mechanism Introduced in Andhra Bill

A major feature of the new bill is the introduction of a two‑tier clearance structure under the 2002 Single Window Act. This structure creates parallel state and district level committees tasked with overseeing industrial permissions, thereby improving oversight and accountability.

Additionally, the Andhra Pradesh Public Services Delivery Guarantee Act‑2017 will host an "auto‑appeal" provision. If an applicant does not receive a service within the stipulated timeframe or faces a rejection, the appeal will be considered automatically filed. The appellate authority must then resolve the matter within 21 days, eliminating the need for a separate filing.

The assembly passed these provisions unanimously, also empowering authorities to issue compensation orders alongside service directives when required.
