Telecom Networks Recovering in Cyclone-Hit Andhra and Odisha
Telecom networks are gradually recovering in cyclone-affected areas of Andhra Pradesh and Odisha, according to government officials. Cyclone Arnab's landfall on the two states' coasts caused widespread disruption, and restoration teams are now working to restore connectivity across affected districts.
The disruption was caused by heavy rain, sudden floods, fallen trees and damage to power infrastructure. These factors affected telecom services in Andhra Pradesh, Odisha and neighbouring regions, prompting coordinated recovery efforts involving the Department of Telecommunications and service providers.
The Ministry of Communications has reported strong progress in restoring network connectivity in both states. The ministry said efforts are concentrated on fixing power supply problems and reconnecting optical fibre lines.
In an official statement, the ministry said emergency connectivity arrangements, including Intra Circle Roaming (ICR) and Cell on Wheels (COW), have been introduced. The objective is to keep communication services running without interruption for citizens and to support relief and rebuilding work in the affected areas.
Andhra Pradesh has reached a telecom network availability of 99.18 per cent.
In Odisha, the districts of Ganjam, Gajapati and Kandhamal are witnessing a gradual improvement in network conditions as rainfall decreases and floodwater recedes.
Telecom service providers have begun restoration at affected sites, and network connectivity continues to get better while service interruptions decline. The ministry said all TSPs are working on a priority basis to repair the remaining affected locations and normalise services quickly so that people can stay connected.
Intra Circle Roaming is a system in which a mobile user can connect to the network of another operator within the same telecom circle. The arrangement keeps mobile services available even where the user's own operator lacks a network in that area. It is particularly valuable during natural disasters, when mobile infrastructure suffers damage.
When mobile infrastructure is damaged in an area due to a disaster, the Department of Telecommunications directs telecom service providers to implement ICR.
