The ministers also paid tribute to the late Sudhakar Rao Naik, whose early advocacy laid the groundwork for today's policies. Naik’s push for a specialised department in the early 1990s and the 1999 corporation marked the first institutional effort to combat soil degradation and water scarcity in the state.

"His foresight recognized that without healthy soil, agricultural output would falter, and without reliable water, livelihoods would suffer," Minister Naik explained. "The structures he helped create continue to guide our strategies, from rainwater harvesting projects to erosion‑control measures in vulnerable districts."

The walk served as a reminder that policy must evolve with scientific insight, but the core principle – protecting the earth beneath our feet and the water that sustains it – remains unchanged.
