State Updates Small‑Scale Mineral Concession Rules, Adds Lab Testing Requirement

In a move to tighten oversight of mineral extraction, Tamil Nadu has revised its 1959 concession framework for small‑scale mining operations. The updated rules mandate that any naturally occurring rock found within a licensed lease area be sent to a government laboratory for geochemical testing.

If the laboratory confirms the presence of minerals that command a higher price than ordinary aggregates, the leaseholder is permitted to sell the material, provided an additional levy is remitted to the department.

The notification, released on July 23, also redefines the categories of stone used in construction and road work. It now includes specific labels for natural black rock, broken stone, boulder, and metal‑rich gravel, among others.

These changes are designed to create a clear regulatory path for the commercialisation of premium minerals while safeguarding the state's revenue interests.
