State Government Proposes 4% Duty for Women’s Property Up to ₹1 Crore

During the monsoon legislative session, Himachal Pradesh's Sukhu ministry unveiled a proposal to lower stamp duty for female property owners. Under the draft Bill, a woman registering land or a building valued at ₹1 crore or less will be liable to pay just 4 percent of the property's market price as stamp duty.

If the value exceeds ₹1 crore, the rate steps up to 8 percent, matching the rate applicable to men for properties over ₹40 lakh. Male purchasers will continue to pay 6 percent on assets up to ₹40 lakh and 8 percent beyond that level.

The reform also reduces intra‑family transfer costs drastically: only 0.1 percent of the total value will be charged when the property passes between spouses, parents and children, or other blood relatives.

Transactions involving buyers from outside Himachal or those requiring permission under Section 118 will be subject to a uniform 12 percent duty, irrespective of gender.

To streamline documentation, the state will levy a fixed ₹100 stamp on standard affidavits prepared at tehsil offices and set the fee for adoption‑related legal documents at ₹2,000.

Officials claim that the changes will make the registration process more transparent, cut down procedural delays, and act as an incentive for women to own real‑estate assets.
