Sidecar Bikes Get Legal Backing for Disabled Citizens in Gujarat

Gandhinagar, August 21 – Gujarat's transport department has cleared the way for the registration and modification of sidecar‑fitted motorcycles for persons with disabilities, including those with mental health conditions. The transport commissioner has directed all regional and authorized transport offices to implement the central government’s guidelines when handling these cases.

According to the newly released circular, sidecar motorcycles must meet defined technical, legal, and safety standards before they can be registered or altered. The rule specifically addresses mentally disabled users, outlining ownership, guardian responsibilities, and driver licensing prerequisites. Only an authorized individual, with the guardian’s approval and proper documentation, may operate the vehicle, and the driver must hold a valid licence for the relevant category.

Key safety measures prescribe a maximum speed of 40 km/h, compulsory helmet usage for both driver and passenger (including the disabled passenger seated in the sidecar), and the inclusion of a functional seat‑belt or comparable safety system in the sidecar. A physical inspection of the vehicle will be conducted before any registration or modification is approved to ensure that the sidecar and associated changes do not introduce hazards for the driver, passenger, or other road users. Additionally, the motorcycle must be covered by a third‑party risk insurance policy and fully comply with the Motor Vehicles Act, 1988, and associated regulations.

The state government asserts that the regulation aims to remove obstacles faced by disabled individuals in their everyday lives and to provide them with greater freedom of movement. All RTOs and ARTOs throughout Gujarat will enforce the rule in accordance with the central government's standards.
