The approach ensures that each claim is assessed independently, preventing the tendency to bundle multiple accusations into a single, vague finding. The resulting conclusions must be clear, reasoned, and backed by documented proof.

If the prescribed steps—including the ten‑point checklist and compliance certificate—are not fully observed, the draft report can be sent back to the investigator for revision. This safeguard is designed to promote transparency, accountability, and a higher standard of evidence in every departmental inquiry.
