Even as passport fees have climbed, the government kept a 10 percent concession for first‑time applicants who are either under eight years old or over 60 years of age. The discount applies only to fresh applications and does not extend to renewals or replacements.

Senior citizens and parents of young children can therefore still save a modest amount, but the overall cost of obtaining a passport remains higher than before the amendment.
