Initial investigations reveal that the emergency response was hampered by the absence of an institute‑owned ambulance; the injured cadet was transported in a private vehicle to the nearest medical facility. DGMA’s notice reminds the institute of its obligations under DG Shipping Circular No 23 (2020) to maintain an effective Quality Standard System, including regular internal audits, corrective action plans and compliance monitoring. The notice also cites DG Shipping Order No 07 (2016) paragraph 2.19, which mandates the presence of a first‑aid dispensary, daily doctor availability and a 24‑hour ambulance with a driver on institute premises. The failure to meet these statutory requirements may trigger further regulatory action if the institute does not respond within the stipulated 15‑day period.
