How Sachet App Uses CAP and Geofencing to Deliver Multilingual Disaster Warnings

The 'Sachet' mobile application, created by the National Disaster Management Authority, leverages modern standards and location technology to issue disaster alerts across Gujarat.

Built on the Common Alerting Protocol (CAP), the app formats warnings in a universal structure that can be read by multiple platforms. Geofencing adds a layer of precision, ensuring that only users within the at‑risk zone receive the alert.

Through this combination, farmers, fishermen and city dwellers get immediate push notifications about cyclones, heavy showers, thunderstorms, floods or heat waves. The messages are delivered in several regional languages, making them accessible to a diverse audience.

Local voices attest to its impact: farmer Ambubhai Patel says the app tells him when a storm is about to hit, allowing timely evacuation of crops and families. Fisherman Bhagubhai Tandel confirms that early rain warnings help him avoid taking vessels to sea.

Data from the India Meteorological Department, the Water Commission and other agencies are aggregated, analysed and dispatched via the Sachet portal to state governments, district disaster management cells and village councils.

Ashok Kumar Das, director of Ahmedabad's weather department, notes that the application also pushes updates on temperature extremes and other meteorological changes.

During the monsoon, the state relief authority reported the delivery of roughly 70 crore alert messages, highlighting the system's extensive reach.

By marrying CAP standards with geofencing and multilingual support, Sachet functions as a digital safety net, enabling rapid, location‑specific response to natural calamities.
