Barapula Phase‑3, a key link connecting Mayur Vihar Phase‑1 with Sarai Kale Khan via the Noida Link Road, was launched in April 2015 with an initial completion deadline of October 2017. The project, costing an estimated Rs 1,057 crore in the 2014‑15 budget, later saw a contractor’s bid of Rs 964 crore.
Despite a substantial portion of the flyover – 288 of the planned 298 pillars (about 80 percent) – being erected before the BJP government took office in February 2025, the overall construction lagged, culminating in a nine‑year delay. Verma disclosed that the contractor received two interim cost escalations amounting to Rs 36.66 crore and Rs 39.85 crore before the new government’s tenure, followed by a mediation claim that led to a further Rs 44 crore payout on 29 September 2021.
These financial adjustments, according to the minister, imposed a heavy burden on public exchequer and taxpayers. He emphasized that future infrastructure planning must factor in long‑term traffic forecasts and demographic growth, ensuring that public investments of around Rs 1,000 crore are resilient for decades.
