Industrial Restructuring and Skill Development Plans Approved in Odisha
In a session chaired by Chief Minister Mohan Chandra Majhi, the Odisha cabinet approved a suite of reforms aimed at industrial restructuring and skill development.
The industrial restructuring amendment rationalises stamp duty for eligible projects, facilitating the restart of sick units, continuity of business operations and the protection of employment.
Simultaneously, a new skill‑development plan worth ₹7,450 crore was sanctioned for the 2026‑27 to 2028‑29 period. The program will provide placement‑linked training, digital up‑skilling and overseas job assistance to 4.20 lakh youth, enhancing their employability.
Additional measures include the re‑organisation of the Diploma Engineer service cadre to a 60:40 ratio of Junior Engineer to Assistant Engineer, and a revamp of the Elementary Education Rules to determine seniority based on position in the selection list rather than length of service.
These steps are positioned to drive economic revitalisation, create a skilled workforce and support the state’s vision of a thriving, modern Odisha.
