New Testing Guidelines Reduce Paperwork for Indian Defense Projects

New Delhi – The Ministry of Defence has officially sanctioned a revised Standard Operating Procedure that governs access to proof ranges, field‑fire ranges and other test facilities. Announced by Defence Minister Raj Nath Singh, the SOP is designed to minimise bureaucratic delays for Indian defence manufacturers.

By laying out a concise list of eligible facilities – ranging from DRDO laboratories to tri‑service firing ranges – the new rules give clear guidance on where and how tests can be conducted. The guideline also specifies fee structures, yet exempts major development initiatives such as IDEAX, TDF and MEC from proof‑range charges.

A notable addition is the reservation of a three‑day testing window each quarter at every proof range for development projects, ensuring consistent access for ongoing work. The dispute‑resolution clause has been overhauled, replacing the previous mediation step with a straightforward reconciliation process.

Stakeholders anticipate that the streamlined SOP will enhance transparency, lower costs and accelerate the rollout of indigenous weapons systems, thereby strengthening India’s strategic autonomy and export ambitions.
