NEET Leak Case: Delhi Court Keeps Charge Framing Order Pending
The Delhi special fast track court has reserved its verdict on framing charges in the NEET paper leak matter. The CBI has booked 14 people and submitted a chargesheet of roughly 20,000 pages.
Rouse Avenue Court's special fast track court took cognisance of the CBI's chargesheet on August 12. The CBI filed its first chargesheet in July. The agency had registered the case in May 2026 to investigate the leak. The court has fixed November 18 for announcing its decision.
Those named as accused are Yash Yadav, Mangilal Bival, Dinesh Bival, Vikas Bival, Shubham Khairnar, Dhananjay Lokhande, Prahlad Kulkarni, Tejas Harshad Kumar, Dr. Manoj Shirure, Shivraj Raghunath Motegaonkar, Manisha Waghmare, Manisha Mandhare and Manisha Sanjay Halwaldar.
Central investigators allege that three subject specialists leaked NEET exam questions from the NTA office in Delhi through different routes. The accused were able to do this because they were not searched on exiting the confidential section.
According to the CBI's findings, the biology document, covering botany and zoology, was typed by Tejas Dabhade on April 20 and 21. The typing was done from photocopies of notes belonging to Snehanjali Deshmukh and Diya Shinde. Manisha Sanjay Waghmare had supplied these notes to Satyajeet Solunke and Tejas via Dhananjay Nivrutti Lokhande.
The agency also cited two documents containing leaked physics questions. One is allegedly in the handwriting of accused Manisha Sanjay Halwaldar and has 68 questions across nine pages. It was allegedly shared with co-accused Manisha Gurunath Mandhare on WhatsApp on April 25. Halwaldar is also alleged to have given the same questions to accused Tejas Harshadkumar Shah on April 14, 2026.
On the chemistry paper leak, the CBI said the documents are written in the hand of Sakshi Dhumal, one of the candidates who attended classes at the Pune residence of accused PV Kulkarni. The lone exception is a document recovered from Khatib Madiha Begum, which is in the handwriting of accused Shivraj Raghunath Motegaonkar. He allegedly received this document from PV Kulkarni through his son Aditya.
Searches were conducted across the country during the investigation, covering Rajasthan, Maharashtra, Jammu and Kashmir, Karnataka, Haryana, Bihar, Chhattisgarh and Uttar Pradesh. Physical copies of the leaked questions and digital devices were confiscated. Forty-two devices were seized, and voice samples of Mangilal Bival, Dinesh Bival and Vikas Bival were also seized or collected.
