Multi‑disciplinary committee to examine ART legal and ethical gaps

The National Commission for Women has assembled a cross‑functional committee to conduct an in‑depth examination of legal, ethical, medical and administrative issues surrounding assisted reproductive technology (ART) in India. Chaired by former Delhi High Court judge Asha Menon, the panel includes experts from the judiciary, health ministry, forensic science, policing, obstetrics‑gynecology and public policy.

Their scope covers the Assisted Reproductive Technology (Regulation) Act, 2021, the Surrogacy (Regulation) Act, 2021, and any amendment rules up to 2026. The committee will assess current safeguards on informed consent, patient confidentiality, and traceability of gametes and embryos. It will pinpoint procedural weaknesses that could lead to exploitation or fraud and propose corrective measures.

The outcome is expected to guide policy reforms that solidify the governance framework for ART services, ensuring that women accessing fertility treatments receive robust protection throughout the process.
