Mahbub Alam, Secretary General of the All India Khilafat Jamiyat, emphasized that any legislation must be applied uniformly to all citizens. While acknowledging the need for law and order, he cautioned against singling out a religious community for non‑participation in a hymn. Alam noted that Muslims honour national songs such as "Jana Gana Mana" and "Sare Jahan Se Accha" and should retain the liberty to make personal choices about religiously sensitive content. He urged lawmakers to deliberate extensively on any clause that could impinge on constitutional guarantees of freedom of conscience, recommending a balanced approach that safeguards both national sentiment and minority rights.
