Kerala Cabinet Orders KIIFB Land Probe in CPI(M) Heartland

Thiruvananthapuram, October 29: A vigilance investigation into land acquisition by the Kerala Infrastructure Investment Fund Board in Kannur is poised to become a defining political test for the Satheesan government. The probe could place decisions taken by the previous LDF administration in the CPI(M)'s most entrenched organisational district under the spotlight.

Kannur is the home region of former chief minister Pinarayi Vijayan, state secretary M.V. Govindan and senior figures from the Jayarajan camp. The party's local structure has long held significant sway within the CPI(M), which gives the inquiry added political weight.

On Wednesday, the cabinet approved the probe after reviewing the findings of an expert committee chaired by former IAS officer Sudha Pillai. The committee studied KIIFB's operations between 2016 and 2026, covering both the first and second terms of the Pinarayi Vijayan government.

Thomas Isaac was finance minister in the first term, and K.N. Balagopal handled the same portfolio in the second. The evidence and conclusions that investigators uncover may bring financial and administrative decisions made during both tenures under review.

The initial phase is expected to concentrate on Kannur land acquisition. Key questions include how the process was carried out, whether the price paid was appropriate, whether required clearances were obtained, and whether public funds were spent in accordance with established rules. The finance and revenue departments are expected to provide technical backing to the vigilance team.

The case carries political weight both because of its geography and the scale of the dealings. Kannur's party unit has enjoyed considerable influence for years.

A family dispute has also emerged around E.P. Jayarajan, after a close relative made certain accusations against him. The scope of the investigation may expand to appointments and other alleged irregularities identified by the expert committee. Whether senior officials or political leaders will face scrutiny remains dependent on the evidence.

For the CPI(M), the challenge is to defend the role of KIIFB in Kerala's infrastructure growth while also answering specific questions about land deals. For the UDF government, the task is to make sure the probe does not end up as mere political friction, but establishes clearly proven violations.
