Following the rapid approval of the Minerals (Development and Regulation) Amendment Bill, 2026, Jharkhand’s Chief Minister Hemant Soren launched a scathing critique of the Union government. The legislation, enacted on August 12, eliminates the power of states to impose any additional duties on mineral extraction or on mineral‑laden territories. Soren described the move as a "cutting off of Jharkhand’s limbs" and warned of an unprecedented statewide uprising.

The CM highlighted that the new law threatens the financial base of several welfare initiatives, including the Meniyā Samman Yojana, the Abua Housing Scheme, pension programmes, and essential education and health services. Using his official social‑media channels, Soren labeled the amendment a "black bill" and accused the centre of acting without consulting the state. He assured that every district, block, panchayat, and municipal area will mount firm opposition, refusing to accept the erosion of Jharkhand’s rights.

Soren called for the immediate withdrawal of the amendment, declaring that Jharkhand will not accept “step‑motherly” treatment from the central authority. He promised a large‑scale, coordinated movement that would be observed across the nation if the centre does not reverse its decision.
