Framework for building a developed Jharkhand through AI-based good governance, digital infrastructure, investment, innovation, and skill development

New Delhi, July 09: During the two-day National Stakeholders Consultation-2026 held at Hotel Taj Palace in New Delhi, the Jharkhand government presented a comprehensive roadmap with the objective of accelerating the state's digital transformation and making Jharkhand the country's leading state in the field of public administration-based artificial intelligence (AI).

The vision presented by the state government aims to develop a transparent, swift, accountable, and data-driven decision-making system by ensuring the effective use of artificial intelligence in governance, education, health, agriculture, industry, and citizen services, so that quality, effective, and accessible government services can be provided to the common citizens.

On this occasion, the state government also presented the framework for the proposed Jharkhand Artificial Intelligence (AI) Policy 2026-2031. Through this policy, AI-based solutions will be developed in various sectors including governance, health, agriculture, education, mining, environmental protection, and disaster management. Data privacy, cybersecurity, transparency, and responsible technological use will also be given the highest priority.

To make good governance more effective and result-oriented, the government has proposed the establishment of the Chief Minister's Data Intelligence Platform (CM-DIP). This AI-based decision support system will ensure real-time monitoring of various government schemes, infrastructure projects, and departmental activities. Along with this, plans to ensure multilingual digital platforms, WhatsApp-based citizen services, a digital grievance redressal system, and digital service accessibility up to the Panchayat level were also presented.

Special emphasis was given to three key AI-based initiatives during the consultation meeting—Chief Minister's Data Intelligence Platform (CM-DIP), Health and Nutrition Vigilance System (HNVS), and Critical Minerals Administration System (CMAS). Through these initiatives, governance, health services, and mineral administration will be further strengthened and made more effective through modern data analysis and artificial intelligence.

On this occasion, the state government also announced the development of a State AI Mission, Jharkhand AI Cloud, AI Innovation Hub, AI Park, AI Innovation Zone, Center of Excellence, and an integrated startup and skilling ecosystem in the direction of long-term digital development. These initiatives will promote research, innovation, entrepreneurship, and industry-academia collaboration.

To accelerate this comprehensive digital transformation, the state government has proposed an investment of ₹1,150 crore in the next five years. This investment will focus on the development of AI infrastructure, expansion of digital capabilities, promotion of innovation, and fostering the effective use of AI in various departments.

Information about the proposed 100.97-acre IT Park in Ranchi was also shared during the meeting, which will be developed as a major hub for Global Capability Centers (GCC), IT companies, startups, and innovation-based industries. Under Vision-2050, the state government aims to attract investments exceeding ₹10,000 crore, establish over 50 Global Capability Centers, promote more than 1,000 AI startups, and create over one lakh AI-based employment opportunities.

The roadmap also emphasizes AI education, advanced skill development, partnerships with academic institutions, and capacity building of government officials and youth, so that skilled human resources can be prepared in the state according to future requirements.

On this occasion, technology companies, startups, academic institutions, investors, and the industry were expected to partner with Jharkhand and provide support in the development of AI-based good governance, digital infrastructure, innovation programs, and Centers of Excellence.

Through Vision-2050, a strategy has been presented to develop Jharkhand as an attractive, technology-driven, and future-oriented digital economy for investment. The goal is to establish Jharkhand as a leading state in the country in the field of digital governance and technology-based development by taking citizen-centric governance to new heights through artificial intelligence, innovation, effective policy reforms, and strategic partnerships. #TEAM-PRD Delhi\Ranchi
