Chief Minister Shri Hemant Soren reviewed the updated progress of the Department of Higher and Technical Education at a high level.

The Chief Minister gave several important directives to the officials while reviewing the progress for the financial year 2025-26 and the action plan for the current financial year.

The Chief Minister told the officials that the Department of Higher and Technical Education has an important role in taking the state from mining to minds.

Theoretical consensus was reached in the meeting to establish CBT centers in PPP mode in all universities of the state.

★ Upgrading higher and technical education to be modern, quality, and in line with global standards is a priority.

★ Ensure eligible students receive the benefits of the Guruji Student Credit Card Scheme.

★ Make the Jharkhand University Service Commission functional soon.

★ It is necessary to conduct courses keeping vocational education in view.

Chief Minister Shri Hemant Soren today held a high-level review of the updated progress of the Department of Higher and Technical Education in the presence of officials at the Jharkhand Ministry. The Chief Minister expressed his commitment to making higher and technical education in the state more modern, quality-oriented, and in line with global standards. The Chief Minister reviewed in detail the progress of schemes operated by the department, budgetary provisions, and announcements. Chief Minister Shri Hemant Soren directed the officials that under the Guruji Student Credit Card (GSCC) Scheme, the department has agreed to provide loans to 2888 eligible students for higher education so far, out of which loans amounting to Rs 64 crore have been provided by various banks to 243 students. The state government is giving a full guarantee to the banks in lieu of the educational loans being provided to students. The Chief Minister directed the officials to coordinate with the Welfare Department to provide loans to more and more eligible students under the Guruji Student Credit Card Scheme, so that no student is deprived of higher education due to lack of money and resources. The Chief Minister said that a special action plan should be made to extend the benefits of the schemes to the candidates taking admission in Dumka Flying Institute by coordinating with the Civil Aviation Department. The Minister of Higher and Technical Education, Shri Sudivya Kumar, was also present in the meeting.

Emphasis on faster delivery of scholarship benefits to students

Chief Minister Shri Hemant Soren told the officials that the state government is committed to providing better facilities to the students studying in higher educational institutions. The Chief Minister emphasized on rapidly delivering the benefits of all scholarship schemes, including the 'Guruji Student Credit Card Scheme', Marang Gomke Jaipal Singh Munda Pardeshiya Scholarship Scheme, and Mankí Munda Scholarship Scheme, operated by the Higher and Technical Education Department, to the students.

Make the Jharkhand University Service Commission functional soon

Chief Minister Shri Hemant Soren directed the officials to make the Jharkhand University Service Commission functional within the next 15 days. The Chief Minister instructed the officials to prepare a special action plan to provide education to the students studying in the state's universities through live online classes from the academic year 2026-27. Officials informed the Chief Minister that preparations have been made by the department in this regard, and this initiative is being started as a pilot project in the first phase from Jharkhand Raksha Shakti University and BBMK Dhanbad, and full preparations have been completed.

Directive to activate the Coaching Regulatory Authority

Chief Minister Shri Hemant Soren directed the officials to fully operationalize the Coaching Regulatory Authority within 15 days for higher education and employment-oriented coaching.

BIT Sindri to become a new Unitary University; Department instructed to prepare a bill.

Following discussions between the Chief Minister and officials, approval was given to upgrade BIT Sindri as a Unitary University. Chief Minister Shri Hemant Soren also directed the preparation of a complete digital presentation of BIT Sindri under technical education transformation. The Chief Minister instructed the officials to expedite the departmental procedures and take further action soon.

Technical Education Cluster to be prepared

In the meeting, Chief Minister Shri Hemant Soren told the officials that technical education clusters should be developed in identified districts within the state. Departmental officials informed that an action plan is proposed to create technical clusters in 9 districts of the state: Palamu, Giridih, Ramgarh, Gumla, Ranchi, Jamshedpur, Bokaro, Godda, and Sahibganj. This plan will be realized soon.

It is necessary to conduct courses keeping vocational education in view.

Chief Minister Shri Hemant Soren told the officials that all government polytechnic colleges should be developed as Jharkhand Institute of Technology and government technical colleges as Birsa Institute of Technology, and courses in emerging technologies, textile design and manufacturing, logistics and shipping, and electric vehicles and semiconductor manufacturing should be started there on the lines of NIIT and IIT, so that more employment opportunities can be provided to the youth through these courses in the future.

A new government society will be formed to run BIT and JIT on the lines of IIT and NIT.

Chief Minister Shri Hemant Soren directed the establishment of a Council for Institutes of Eminence in the state, with a focus on vocational education, to form a governing council, regional cluster, and industrial governing body on the lines of IIT.

Focus on action plan to identify alternative financial sources and utilize them in higher education.

Chief Minister Shri Hemant Soren directed the officials to quickly prepare an action plan for the Department of Higher and Technical Education to identify alternative financial sources and utilize them in higher education. He said that alternative financing sources should be identified within the next 3 months.

Responsibility of running JUPMI Institute will be handed over to the Department of Higher and Technical Education.

After extensive deliberations between the Chief Minister and officials in the meeting, it was agreed that the Jharkhand Urban Planning and Management (JUPMI) Institute will now come under the Department of Higher and Technical Education. In this infrastructure, the Department of Higher and Technical Education will start courses like Bachelor of Planning, Master of Planning, and MBA in Infrastructure Management.

The Department of Higher and Technical Education has an important role in taking the state from mining to minds.

Chief Minister Shri Hemant Soren directed the creation of an academic environment in the state in line with the current education system, promotion of higher and technical education in the state, and equitable benefit to the students of the state through scholarship schemes. He said that to take the state from mining to minds, higher and technical education needs to be strengthened. He clearly instructed the officials to prioritize work to gain momentum. He directed them to identify and resolve problems in a timely manner and move forward. The Chief Minister directed the approval of posts to fill vacancies in universities. He also directed the assessment and review of hostel conditions and to take initiatives to bring them under the PPP mode.

The Chief Minister reviewed schemes operated by the department and future plans including the Guruji Student Credit Card Scheme, CM Fellowship, Mankí Munda Scholarship, National Apprenticeship Training Scheme, Valmiki Scholarship Scheme, Jharkhand State Higher Education Award Scheme, Eklavya Training Scheme, Chief Minister Education Promotion Scheme, Grant for Research Project, Quiz and Workshop, e-Samarthya, Jharkhand State University Act, and Jharkhand Private University Act. Chief Minister Shri Hemant Soren directed the effective implementation of schemes operating under the Department of Higher and Technical Education, so that the bright future of the state's youth can be shaped.

Launch of Robotics Festival in the state

Officials informed the Chief Minister that the Jharkhand Robotics Festival has been launched for the first time for students of higher and technical educational institutions in the state. Its objective is to advance youth in modern technologies like AI and Robotics. The Chief Minister told the officials that it is necessary to proceed by seriously studying all aspects of such schemes and evaluating the plans.

Anjali Yadav, Additional Secretary of the Department of Higher and Technical Education Shri Rajkumar Gupta, Director Higher Education Shri Sudhir Bara, Director Technical Education Shri George Kumar, Deputy Director of the Department of Higher and Technical Education Dr. Vibha Pandey, and other officials.
