Chief Minister Hemant Soren participated in the memorandum of understanding (MoU) signing ceremony for the establishment of the Institute of Driving, Training and Research (IDTR) in Jamshedpur, organised by the Transport Department and Tata Motors Limited. The Chief Minister, through video conferencing, interacted with beneficiaries to learn about the driving and learning licence process and instructed officials to make services simple, transparent and time-bound for ordinary citizens. He emphasized that the state government is committed to providing equal opportunities to both women and men and stressed making driving training and licence procedures more accessible to empower women. He described the establishment of IDTR as a historic step for Jharkhand’s transport sector, giving new momentum to modern driving training, skill development and job creation. The driving licence process will become more simple, transparent and timely, strengthening road safety and reducing accidents, with directives for the swift and transparent execution of pending licence applications, and a new start towards modernising and strengthening transport arrangements. Chief Minister Hemant Soren, Jharkhand, attended the MoU signing ceremony held at the Jharkhand Ministry between the Transport Department and Tata Motors Limited for the establishment of the Institute of Driving Training and Research (IDTR) in Jamshedpur. He said that quality driving training is essential for the development of a safe, efficient and modern transport system in the state. The establishment of IDTR will provide youth with modern technology-based training, enhancing their employability and strengthening road safety in the state. According to him, the state government is continuously undertaking effective initiatives for skill development, job creation and reduction of road accidents. The institute, set up with Tata Motors’ support, will become a premier centre for training competent drivers, improving the quality of driving education and creating better national and international employment opportunities for youth through modern facilities and practical training. The Chief Minister emphasized simplifying and making the driving licence process transparent, and directly interacted with beneficiaries. During the programme, he used video conferencing to speak with beneficiaries from various districts about the ground reality of the driving and learning licence procedures, discussing application timelines, vehicle categories and potential difficulties in obtaining licences, ensuring applicants do not face unnecessary trouble. He specifically stressed simplifying the heavy-vehicle driving licence and learning licence procedures, and instructed deputy commissioners of all districts to review pending applications and ensure their swift and transparent execution. He listened to beneficiaries from Palamu, Saraikela-Khurda, Dhanbad and other districts and gave necessary instructions to officials for solutions. Regarding women’s empowerment in the transport sector, the Chief Minister reaffirmed the government’s firm commitment to providing equal opportunities to both genders and ensuring active participation of women in transport. He directed that driving training, learning licences and driving licences for women be made simpler, more accessible and transparent so that they can gain skills, employment and self-reliance. He also instructed officials to ensure necessary facilities and institutional support to increase women’s participation. Speaking on the historic initiative to strengthen transport arrangements, he said the partnership between the Transport Department and Tata Motors is a visionary and important step towards a safe, modern and efficient transport system in the state. He noted that IDTR will provide youth with training aligned with modern technology and global standards, and will promote road safety, accident control and research and innovation in transport, giving new momentum to a secure and robust transport mechanism. He mentioned that he had been working on this ambitious project for several years and its materialisation is a significant achievement for Jharkhand’s development. He added that such innovative and institutional efforts will continuously expand, playing a crucial role in the state’s progress, skill development and creation of new employment opportunities for youth. He reiterated that the simpler, more accessible and transparent the driving licence process, the greater the benefit to citizens. He highlighted that more than 10,000 citizens are currently being provided with driving and learning licences, a major achievement towards more citizen-centric, transparent and accessible transport services. He directed the Transport Department to simplify the heavy-vehicle driving licence process in line with the system developed with Tata Motors, to provide greater employment and self-employment opportunities for youth through skill development. Finally, he instructed the Transport Department to work with full commitment and efficiency to make driving and learning licence services more effective and time-bound, ensuring each eligible applicant receives a licence through a transparent and smooth process within the stipulated time. He expressed confidence that continued departmental efforts will provide citizens with better, faster and citizen-focused services and reiterated that the state government gives highest priority to good governance, transparency and public interest, remaining continuously committed to delivering quality services. The ceremony was attended by Minister Deepak Birua, Development Commissioner Ajay Kumar Singh, Secretary Rajiv Ranjan, Transport Commissioner Sanjeev Kumar Baisra, Tata Motors Plant Head Anurag Chharia, Tata Motors General Manager Golam Mandal and other officials.
