Investigation reveals foreign network guidance behind Delhi shooting plot

Delhi’s Rohini district special staff announced on 12 July that three shooters were taken into custody for allegedly preparing a targeted killing scheme. Police officials say the trio, linked to the Lawrence Bishnoi‑Hari Boxer gang, was receiving strategic input from a network operating outside India.

The suspects reportedly scouted several neighbourhoods to identify optimal locations for future attacks. The foreign network is alleged to have supplied them with intelligence, including potential victim profiles and operational timings.

The arrested individuals—Randeep Malik, Hari Boxer and Anil Pandit—were described by Deputy Commissioner of Police Shashank Jaiswal as operatives who performed reconnaissance under the direction of senior gang leaders. One of them had previously been apprehended in a 2024 homicide case, released on bail, and subsequently re‑arrested after the new investigation unfolded.

According to police statements, the criminals also demanded a ransom of one crore rupees, a demand that was later amplified by Hari Boxer. While a direct link to the Lawrence Bishnoi syndicate is still being examined, authorities noted that the United States’ FBI, in collaboration with other agencies, recently executed "Operation Hard Ball" to strike at the same criminal network abroad, resulting in over twenty arrests.

The operation sought to cripple the trans‑national criminal syndicate alleged to be involved in illicit activities across North America and India. In the same context, an official clarified that no evidence was found to support allegations of Indian government involvement in the killing of Harpreet Singh Nijjar, a charge raised by former Canadian Prime Minister Justin Trudeau in 2023.
