They point to the precedent set in Arunachal Pradesh, where candidates must hold a state‑issued residency certificate and an APSST tribal document, alongside language proficiency, to qualify for government posts. In Assam, the requirement extends to three‑generation proof of residence.

The experts argue that Tripura's new rule could create a competitive imbalance, reducing opportunities for local graduates who have completed five years of schooling within the state.
