Delhi Voter List Revision: 97.5 Lakh Names in Draft, Notices Pending
Delhi's voter list revision under the Special Intensive Revision (SIR) has reached an important stage, with the deadline for claims and objections fixed at October 30, 2026. The draft roll currently lists 97,53,577 voters, and a large number of notices are still being processed.
The Election Commission has set October 1, 2026, as the qualifying date for the revision. The purpose is to make sure that no eligible voter is left out during the SIR in Delhi. The exercise is being conducted under Article 324 of the Constitution and Section 21 of the Representation of the People Act, 1950. The SIR began in Delhi on June 30, 2026, and the enumeration phase ended on August 17, 2026.
The rules for adding names to the voter list have also changed. Previously, only January 1 of a year was the qualifying date. After an amendment to the Representation of the People Act, there are now four such dates in a year: January 1, April 1, July 1 and October 1. If a person completes 18 years of age by any of these dates, they can register their name in the voter list.
The revision follows a fixed schedule. The draft voter list was published on August 31, 2026. Claims and objections may be filed between August 31 and October 30. Notices and the disposal of claims and objections will continue from August 31 to November 30. The final voter list is scheduled for publication on December 4, 2026.
During the enumeration phase, Booth Level Officers (BLOs) visited homes to distribute enumeration forms to voters on the list when the SIR started, and collected them back. Delhi had 1,45,10,299 voters on the list at the beginning of the revision. Forms were distributed to all of them between June 30 and August 17. By August 17, 97,53,577 voters had submitted their forms. The other 47,56,722 voters did not return forms, as they were found to be absent, shifted, dead or duplicate. Their list is available on the CEO Delhi website.
On August 31, the draft roll was released based on the forms that had been received. It was displayed on the CEO Delhi and DEO websites, at all voter centres and at notified places. The draft roll includes 49,88,993 men, 47,64,137 women and 447 third gender voters.
Notices and claims and objections are presently in progress. The system has issued notices to 33,14,032 of the voters listed in the draft roll. Of these, 13,79,789 are no-mapping cases, meaning the voters could not map themselves to the last SIR held in 2002. The remaining 19,34,243 are logical discrepancy cases. The list is available on the CEO Delhi website.
So far, 31,26,576 notices, or 94.34 per cent, have been disposed of and kept for inclusion in the final roll. Notices for all logical discrepancies have been issued. Following the Commission's directions of September 29, 2026, EROs and AEROs gathered documents and resolved 18,96,675 cases, which is 98.05 per cent. The rest will be settled shortly. According to the Commission, all notices must be disposed of by November 30, 2026.
To enrol more voters, special camps were organised at all 14,947 polling stations across Delhi, with over one lakh camps held in total. These camps received 38,849 forms.
Since the draft was published, 3,88,429 forms have been received. Before August 31, 5,24,639 forms had been received. Lists of claims and objections under Forms 9, 10, 11, 11A and 11B are being shared every week on the CEO Delhi website and with recognised political parties.
EROs and AEROs will not remove any name from the draft roll without giving the person a proper opportunity to be heard. Helpdesks have been set up at district and assembly levels, and the 1950 helpline has also been launched for complaints.
The revision is being carried out by 13 District Election Officers, 70 EROs, 902 AEROs and 14,947 BLOs, who are being monitored by the CEO Delhi and the Election Commission. Political parties have appointed 33,226 Booth Level Agents.
The Election Commission has urged all Delhi residents to check their names on the draft roll, as only three days are left in the claims and objections period. Anyone whose name is missing should submit Form 6 for new voters, Form 7 for objections to adding or removing a name, or Form 8 for address change, correction or EPIC change before October 30.
