Addressing gatherings in Sonipat on March 3, Saini described the Rs 2.23 lakh crore financial plan for 2026-27 as all-encompassing.
Every demographic finds mention: from women empowerment schemes to youth skilling programs, farmer support, and poverty alleviation measures. ‘Developed Haryana is accelerating under PM Modi’s guidance,’ Saini noted, linking state progress to national goals.
The budget’s rural thrust shines through the launch of ‘Haryana Agri Discom’, a specialized electricity firm for farmers, ensuring uninterrupted power for irrigation and farming operations. This addresses longstanding grievances in the agrarian heartland.
Drawing from PM Modi’s call to make India a wedding tourism hotspot, Saini committed to building facilities that rival international venues. ‘No more foreign trips for our weddings; we’ll attract global couples to Haryana,’ he promised, envisioning an influx of tourists and revenue.
Fiscal health remains robust, with projected fiscal deficit at 2.65% of GSDP (Rs 40,293.17 crore), revenue deficit at 0.87%, and effective capital expenditure at 2.32%. As the second budget from the finance-handling CM, it signals steady stewardship.
