Based on the urban development plan, Kachna, Lamandi and Saddoo will receive a new form of planned development. The proposal is to provide landowners with final parcels equipped with roads, water supply, sewerage and electricity, and to ensure that no landowner is left land-less, even those with original parcels less than 100 square meters will receive a final parcel. Land is reserved for open spaces, urban forest and social infrastructure, and facilities from schools to health centres will be developed. Allocation of final parcels is currently proposed, and claims and objections are invited until 10 October 2026. Raipur, the capital, is advancing the urban development scheme in the villages of Kachna, Lamandi and Saddoo to extend planned expansion and improve urban infrastructure for citizens. Under Sections 49 and 50 of the Chhattisgarh Town and Village Investment Act, 1973, the plan aims to develop the area systematically and provide landowners with final parcels that include road access, water supply, sewerage, electricity and other essential services. A key feature is that no landowner will be rendered land-less. Owners of original parcels will be allocated 40 % of their land as final parcels under mixed-use planning, and even owners of parcels under 100 sq m will be offered a final parcel within a neighbourhood shopping area. Fragmented lands will be consolidated into organized, usable parcels. Landowners whose land is divided into several pieces or whose current layout hampers development will have their parcels merged based on survey numbers into a single parcel that matches the total area, enabling better use and providing them with a suitably sized parcel for planned development. Final parcels will be allocated within the same village where the original parcel is located, respecting local land-ownership interests. Roads up to 45 m wide will improve connectivity. Based on physical surveys, the plan aligns existing and proposed routes and provisions roads of 45 m, 30 m, 24 m, 18 m and 12 m widths. Larger parcels will receive wider roads (45 m, 30 m, 24 m) while smaller parcels will have 18 m or 12 m roads, facilitating traffic flow, entry-exit and management. Approximately 6.7 acres of open space and 4.8 acres of urban forest are reserved. Out of the total area, 7.29 % is set aside for open spaces and urban forest, providing about 6.7 acres of open area and 4.8 acres of forest, enhancing green cover, environmental balance and living conditions. Social infrastructure such as a power sub-station, police outpost, Anganwadi, schools and primary health centres will be developed on 7.94 acres of reserved land, reducing dependence on distant facilities. Land is also reserved for low-income families to promote inclusive urban development and provide housing and employment opportunities. The draft plan was theoretically approved by the Raipur Development Authority’s board on 10 September 2025, published on 5 December 2025, with public hearings on 12 February 2026. The final plan received board approval on 10 September 2026 and was published on 11 September 2026. Currently, parcel allocation is proposed and landowners are invited to submit claims or objections until 10 October 2026, as mandated by Section 50(3) of the Chhattisgarh Town and Village Investment Act.
