Special Article: Under the leadership of Chief Minister Shri Vishnu Dev Sai, the development of Nawa Raipur gets a new momentum: Cabinet approves OTS Scheme-2026 Interest and surcharge relief, resolution of pending cases and revival of stalled projects In a cabinet meeting chaired by Chief Minister Shri Vishnu Dev Sai, the One Time Settlement (OTS) Scheme-2026 for the plots and constructed complexes allotted by Nawa Raipur Atal Nagar Vikas Pradhikaran (NRDA) has been approved. This decision taken under the leadership of Chief Minister Shri Vishnu Dev Sai is an important step to provide interest and surcharge relief to eligible assignees, resolve pending cases, speed up stalled projects and give new energy to investment and development activities in Nawa Raipur. Chief Minister Shri Vishnu Dev Sai said that every decision of the state government is driven by the aim to accelerate development and provide practical solutions for public interest. OTS Scheme-2026 is a significant initiative in this direction. It will strengthen investors’ confidence, resolve pending cases and give new momentum to the overall and planned development of Nawa Raipur. Housing and Environment Minister Shri O.P. Chaudhary said that under the leadership of Chief Minister Shri Vishnu Dev Sai the state government is continuously taking policy decisions to create a transparent, trustworthy and development‑oriented environment for investors. OTS Scheme-2026 is a positive opportunity for such assignees who wish to advance their projects. It will speed up stalled projects, reduce unnecessary court disputes, ensure better land utilization and give new impetus to investment and economic activities in Nawa Raipur. This decision is an important step towards developing Nawa Raipur as a leading planned and modern city in the country. Under the scheme, those who are not interested in developing the allotted project will be allowed to surrender the allotted land and opt out of the contract. This will reduce unnecessary litigation and ensure effective and swift use of the land. The scheme will be effective from the date of implementation until 31 March 2027. Applications received within this period will be considered as per the prescribed provisions. Currently a large number of pending cases under various land‑use categories can benefit from this scheme. According to NRDA, no exemption will be given on land premium under the scheme and no settlement will be made for any land at a price below the current reserve premium value. This will not cause any financial loss to the authority, while eligible assignees are expected to receive relief of approximately Rs 61.96 crore in interest and surcharge. Implementation of OTS Scheme-2026 will give momentum to stalled development projects in Nawa Raipur, strengthen investor confidence, reduce litigation and ensure better land utilization.
