When human resources in higher education receive promotions, service security, financial respect and research opportunities together, education becomes the strongest driver of the state's socio-economic transformation. Chhattisgarh's higher education department is currently undergoing this broad and comprehensive change. The state government has linked the higher education department not only to buildings, curricula and examinations but also to academic quality, administrative efficiency, employment generation, research promotion and employee welfare. Recent decisions prove the government is committed to developing higher education institutions as future knowledge centres. Accelerating pending promotion files, new recruitments, resolution of pay scales and arrears, technical staff appointments, research encouragement and compassionate appointments are concrete and sensitive steps taken by the department on every front. Promotion gives institutional leadership new power Leadership is a major basis of quality in higher education institutions. When colleges and universities get timely promotions for qualified and experienced teachers, it directly impacts institutional work culture and administrative capacity. By speeding up pending promotion processes, the state government has taken a decisive initiative. In 2025 a record 362 assistant professors were promoted to professor. Along with this 152 promoted professors were elevated to undergraduate principal and 07 undergraduate principals were promoted to postgraduate (PG) principal. These decisions place college leadership in experienced hands, strengthening institutional decision-making, academic discipline and administrative accountability. Direct recruitment opens new doors for youth Opportunities for quality teaching require sufficient numbers of teachers and experts in institutions. The state government has started filling vacant posts, creating large opportunities for youth to enter government service. Direct recruitment for 595 professor posts in government colleges has officially begun. Additionally, approval has been given for direct recruitment for a total of 700 posts to strengthen departmental structure, including 625 assistant professor posts, 50 librarian posts and 25 sports officer posts. Recruiting assistant professors will improve subject-wise teaching quality, librarians will become effective hubs of academic resources and sports officers will ensure all-round development of students. This campaign will become a strong means to provide respectable employment to the state's eligible youth. CG-SET: big hopes for young academic talent The state eligibility test (CG-SET) is a major opportunity for thousands of aspirants seeking to become assistant professors. The department plans to hold CG-SET on 04 October 2026, showing the government's serious commitment to advancing the next generation's talent in academic careers. This exam gives Chhattisgarh's youth a chance to carve a place in a competitive academic landscape and knowledge-based economy. Laboratories and technical infrastructure get a new base Science, technology and vocational subjects need laboratories, equipment and trained technical staff as much as classrooms. During 2025-26, recruitment orders have been issued for 260 vacant lab technician posts with 247 candidates and 429 vacant lab attendant posts with 399 candidates. Availability of technical staff will make laboratory operations regular and provide more effective practical training to students. Pay scales, arrears and service security: employees' service security, fair pay structure and timely resolution of pending matters are the biggest foundations of departmental strength. Emergency arrears of Rs 37.23 crore were credited to the accounts of 72 assistant professors who had been left unappointed since their first appointment date, approving senior, pratham and pay-band-4 categories – a symbol of institutional justice. Similarly, orders have been issued to end the probation period of a record 935 newly appointed professors out of about 1168 assistant professors appointed in 2021-22. Completion of probation provides staff stability and professional security, creating a committed academic workforce within the department. Research, research and non-academic staff welfare Allowing 577 assistant professors to pursue PhDs is a visionary decision by the state government. More teachers engaging in research will bring up-to-date knowledge to classrooms and raise the level of intellectual discourse in colleges. Besides teachers, third and fourth grade staff are the backbone of the system. Since December 2023, compassionate appointments have been given to 34 dependents of deceased staff, supporting families in crisis. Additionally, 324 staff members have been given higher pay scales and all promotion-related work for 2024-25 has been completed within the deadline. An emerging model of comprehensive reform in higher education The decisions of the higher education department together create a comprehensive transformative model where leadership strengthening, new recruitment, service security, employee welfare, technical resources and research promotion move forward together. The changes seen today in Chhattisgarh's higher education are not just a list of departmental achievements but a policy vision that regards education as a central means of building the state's future.
