Public Works Department Secretary Reviews Progress of Road and Building Construction Works
Instructions given to complete all ongoing works by March 2027, contractors not working will be blacklisted.
Chief Engineer and Superintending Engineer instructed to review works every month, asked to prepare estimates of construction works only after site inspection.
Special emphasis on quality and timeline, instructions for timely payment to contractors.
Raipur. Public Works Department Secretary, Mr. Mukesh Kumar Bansal, today reviewed the progress of ongoing road and building construction works in all divisions of Raipur region. In a meeting held at the PWD headquarters 'Nirman Bhawan' in Nava Raipur, he obtained information from officials regarding approved and ongoing works, as well as the tender process for works that have received administrative approval, and gave necessary instructions. He instructed that all ongoing works up to the year 2024-25 should be completed by March 31, 2027. Mr. Bansal asked the officials to pay special attention to the quality and timeline of the works. He instructed to evaluate the works done by the contractors and make payments every month. He asked the Chief Engineer and Superintending Engineer to hold monthly meetings with Executive Engineers to review the works. Principal Chief Engineer of the Public Works Department, Mr. V.K. Bhatpahari, Chief Engineers Mr. P.M. Kashyap and Mr. T.R. Kunjam were also present in the meeting.
The Secretary of the Public Works Department instructed departmental engineers to prepare estimates for construction works only after field visits and site inspections. He asked to ensure the progress of works according to the set timeline by maintaining regular contact and coordination with the contractors. He instructed to blacklist contractors who do not work on time as per the timeline, are negligent, or perform substandard work, and to disqualify them from future tenders.
The departmental secretary asked to speed up construction works and complete them within the stipulated time by working in a systematic and planned manner. He asked to reorganize the four divisions of Raipur Circle No. 1 to facilitate works in Raipur and Nava Raipur, improve monitoring, and enhance administrative efficiency, and to redistribute the work areas anew. He directed to prepare a list of officers and employees working on the same table for more than three years in accordance with the instructions of the state government and to assign new postings by September 30. He also reviewed compassionate appointments and court cases in all divisions of the Public Works Department in the Raipur region during the meeting.
Mr. Bansal instructed to complete the entry of all department works in PWD-IMS by August 31. He also asked to submit the estimates for priority new works for the financial years 2025-26 and 2026-27 by August 31. He further instructed to actively resolve cases related to Chief Minister's Helpline, Seva Setu, and Public Service Guarantee within the stipulated time. Prioritizing public convenience and citizen needs, he asked to assess the road requirements for the next five years and prepare proposals.
The Secretary of the Public Works Department instructed to immediately enter into contracts and issue work orders after the completion of the tender process for construction works. He directed the Principal Chief Engineer to prepare an SOP for determining the appropriate timeline for work completion in tenders. He asked to set the completion period considering the rainy season, pole shifting, pipeline shifting, and the need for shifting other utilities. He also instructed the Principal Chief Engineer to prepare an SOP for making the final bill within three months of the completion of construction works and for making payments to the contractors.
Mr. Bansal instructed Executive Engineers to promptly pay bills for various events to contractors within one month. He asked to immediately undertake patch repairs and filling of potholes on roads during the current monsoon season. He instructed to issue notices to contractors and ensure immediate repair of roads under performance guarantee. Additional Secretary of the Public Works Department, Mr. S.N. Srivastava, Additional Managing Director of Chhattisgarh Road and Infrastructure Development Corporation, Mr. Shashank Pandey, Superintending Engineers Mr. V.K. Bediya and Mr. Suresh Bhupal, and Executive Engineers and Sub-divisional Officers of all 9 divisions of the Raipur region were also present in the meeting.
