One‑Time Settlement Scheme Aims to Clear Stalled Projects in New Raipur
The New Raipur Atal Nagar Development Authority (NRDA) has cleared the OTS Scheme‑2026, a one‑time settlement program designed to unblock a backlog of land‑allocation cases in the city’s planned zones. Approved by Chief Minister Vishnu Dev Sahay’s cabinet, the scheme allows eligible allottees to settle dues in a single payment, wiping out accrued interest and surcharges.
By providing a definitive exit for developers who are unable or unwilling to proceed, the plan expects to reduce protracted court battles and free valuable land for productive use. The NRDA has stated that the land premium will be settled at the current reserve price, with no concessions, ensuring no fiscal loss for the authority.
The relief component—estimated at around ₹61.96 crore—covers interest and additional charges, offering a substantial financial incentive for stakeholders to finalize their commitments before the cut‑off date of 31 March 2027.
Urban planners anticipate that the accelerated resolution of pending cases will unleash new investment, speed up construction activities, and reinforce New Raipur’s vision of becoming a leading, modern, and well‑planned urban centre in the region.
