Raipur, July 10, 2026/The Council of Ministers, in a meeting chaired by Chief Minister Shri Vishnu Deo Sai, has approved the One-Time Settlement (OTS) Scheme-2026 for allottees of plots and constructed premises allotted by the Naya Raipur Atal Nagar Vikas Pradhikaran (NRDA). This decision, taken under the leadership of Chief Minister Shri Vishnu Deo Sai, is a significant step towards providing relief in interest and surcharge to eligible allottees, resolving pending cases, accelerating stalled projects, and injecting new energy into investment and development activities in Naya Raipur.

Chief Minister Shri Vishnu Deo Sai stated that every decision of the state government is inspired by the vision of accelerating development and providing practical solutions for public welfare. The OTS Scheme-2026 is an important initiative in this direction. It will strengthen investor confidence, resolve pending cases, and give new momentum to the overall and planned development of Naya Raipur.

Minister for Housing and Environment, Shri O.P. Chaudhary, said that under the leadership of Chief Minister Shri Vishnu Deo Sai, the state government is continuously making policy decisions to create a transparent, trustworthy, and development-oriented environment for investors. The OTS Scheme-2026 is a positive opportunity for allottees who wish to move forward with their projects. It will give impetus to stalled projects, reduce unnecessary legal disputes, ensure better land utilization, and provide new encouragement to investment and economic activities in Naya Raipur. This decision is a significant step towards developing Naya Raipur as a leading planned and modern city in the country.

The scheme also offers an option for allottees who are not interested in developing their project to surrender the allotted land and exit the contract. This will reduce unnecessary legal disputes and ensure effective and speedy utilization of land.

The scheme will be effective from the date of implementation until March 31, 2027. Applications received during this period will be considered as per the prescribed provisions. A large number of pending cases under various land uses can benefit from this scheme.

According to NRDA, the scheme will not provide any discount on land premium, and no land will be settled at a price lower than the current reserve premium value. This will not result in any financial loss to the authority, while eligible allottees are estimated to receive relief of approximately Rs 61.96 crore in interest and surcharge.

The implementation of OTS Scheme-2026 will accelerate stalled development projects in Naya Raipur, further strengthen investor confidence, reduce litigation, and ensure better land utilization. This decision will provide a new direction for the planned, balanced, and rapid urban development of Naya Raipur.
