Raipur / Chhattisgarh government, in collaboration with the Confederation of Indian Industry (CII), received investment proposals worth ₹13,840 crore at the ‘Chhattisgarh Industry Dialogue on Green Steel’. These projects are expected to create 10,921 direct and indirect employment opportunities in the state. Chief Minister Mr. Vishnu Deo Sai attended the event as the chief guest.
Chief Minister Mr. Sai said that steel and mining are the strong foundations of Chhattisgarh's industrial identity and will continue to be our strength. Now is the time to build a new edifice of industrial development on this strong foundation. He said that our goal should not be limited to steel production only, but the maximum value addition of steel produced in Chhattisgarh should also happen within the state.
The Chief Minister said that Chhattisgarh's steel, instead of going out of the state in its primary form, should be converted here into downstream and specialty products like auto components, engineering products, railway, defense, and solar energy equipment. When value addition happens in Chhattisgarh, employment will also be generated in Chhattisgarh. He said that the state government stands with full commitment with every investor investing in this direction.
Chief Minister Mr. Sai said that in line with the global goals of zero carbon emissions, the world is rapidly moving towards green steel, and Chhattisgarh is among the leading states in the country that have adopted this change in time. The availability of over 26,000 MW of electricity in the state and competitive industrial electricity rates make Chhattisgarh particularly favorable for energy-based downstream manufacturing.
Approximately ₹8 lakh crore in investment proposals in 18 months
The Chief Minister said that Chhattisgarh's new Industrial Development Policy 2024-30 has opened new doors for investment. In the last 18 months, the state has received investment proposals worth approximately ₹8 lakh crore. These include investment proposals in traditional sectors like steel and mining, as well as in future sectors like Artificial Intelligence and Data Centers, Semiconductors, Pharmaceuticals, Textiles, and Agro-processing.
To enhance investor confidence in the state, the state government has made extensive reforms in business processes. Chhattisgarh is the first state in the country to implement the ‘Ease of Doing Business Act’. Under this, systems like self-certification for low-risk enterprises, risk-based regulatory mechanisms, and deemed approval for non-resolution of applications within the stipulated time limit have been put in place. These reforms are expected to benefit approximately 15 lakh MSMEs in the state.
In the CRISIL-NITI Aayog Investment Friendliness Index 2026, Chhattisgarh has secured the first position among major states in ‘Regulatory Ease’ and ‘Institutional Environment’, and the second position in ‘Environmental Resilience’. Recently, Chhattisgarh was also honored with the ‘GeM Sustainable Procurement Award’ at the tenth anniversary celebration of Government e-Marketplace in New Delhi.
Industrial development now expands to new areas
The state government is expanding industrial development beyond the traditional industrial area of Raipur-Bhilai to other districts of the state. Four new industrial parks have been approved in Rajnandgaon, Dhamtari, Janjgir-Champa, and Bastar districts.
The Government of India has also approved an Electronics Manufacturing Cluster (EMC 2.0) spread over approximately 306 acres in Rajnandgaon. This is expected to attract large-scale investment and create about 9,000 employment opportunities. Companies in the semiconductor, electric vehicle, and smart electronics sectors have shown interest in this cluster.
Inviting investors to invest in Chhattisgarh, Chief Minister Mr. Sai said, "Our policy is clear, processes are transparent, and approvals are granted within the stipulated time. There is no room for red tape here. We will work together and write a new story of success together."
He said that through green steel and downstream manufacturing, Chhattisgarh is now moving towards transforming its mineral wealth into higher value, higher investment, and higher employment within the state.
