Government Serious About Resolving CM Helpline Complaints, PWD Issues Show Cause Notices to 13 Officials

The state government is extremely serious about resolving complaints registered by citizens on the CM Helpline-1076. Complaints registered on the portal are being actively and seriously addressed by the concerned departments. The Public Works Department has issued show cause notices to 13 officials for unsatisfactory resolution and negligence regarding complaints registered on the CM Helpline. These include three Superintending Engineers, five Executive Engineers, and five Sub-Divisional Officers.

This action has been taken by the Public Works Department against the officials for closing complaints registered on the CM Helpline without substantive remarks. A review of complaints related to the Public Works Department on the CM Helpline portal for the past two months, August and September, found that complaints at L-1, L-2, and L-3 levels were closed with remarks that did not indicate resolution of the complaint.

The department has issued show cause notices to Shri Atul Raj Pegwar, Sub-Divisional Officer, National Highways Sub-Division Bilaspur; Shri Rajesh Kumar Bajpai, Sub-Divisional Officer, Bemetara Sub-Division; Shri Jagdish Prasad, Sub-Divisional Officer, Pendra Sub-Division; Shri Ashok Kumar Haryale, Sub-Divisional Officer, Setu Sub-Division Durg; and Smt. Sonal Dhalendra, Sub-Divisional Officer, Patan Sub-Division, for unsatisfactory resolution of complaints at the L-1 level.

For inadequate resolution of complaints at the L-2 level, the department has issued show cause notices to Shri Keshav Prasad Lahre, Executive Engineer, Bemetara Division; Shri Ghasiram Jangde, Executive Engineer, Korba Division; Shri Roshan Kumar Sahu, Executive Engineer, National Highways Division Bilaspur; Shri Pyare Lal Paikra, Executive Engineer, Sarangarh Division; and Smt. Pragya Nand, Executive Engineer, Kanker Division.

Similarly, show cause notices have been issued to Shri D.K. Netam, Superintending Engineer, Circle No.-2, Raipur; Smt. Arpana Chaurpagaar, Superintending Engineer, Durg Circle; and Shri Mahadev Lahre, Superintending Engineer, National Highways Circle Bilaspur, for closing complaints registered on the CM Helpline at the L-3 level without substantive remarks.

The state government, in the show cause notices issued to these officials, stated that when closing a complaint, it is expected that the remarks clearly mention the findings of the site inspection, the action taken or proposed, its date or timeline, and information provided to the complainant. If the complaint pertains to another department, the reason should be mentioned. If this is not found, it indicates that the citizens' problem was not resolved by the remarks, and the resolution data on the portal became misleading.

The Public Works Department has considered this as negligence in duty and failure to properly discharge official duties and has issued show cause notices to the concerned officials. The officials have been asked to submit their written reply to the Secretary of the Public Works Department within 15 days of receiving the notice. If a written reply is not received within the stipulated time, ex-parte action will be taken against the officials.
